About the Role

James L Williams Middle East is seeking a Lead ELV Commissioning Engineer to join its Commissioning team in Riyadh, Riyadh. This full-time role involves leading ELV/ICT commissioning activities for mission-critical Data Centre projects. The position requires a minimum of 10 years of experience in relevant fields.

Role Overview

The Lead ELV Commissioning Engineer is responsible for overseeing ELV/ICT commissioning processes from equipment and installation readiness through L4 Functional Performance Testing and L5 Integrated Systems Testing (IST). The primary objective is to ensure that critical systems are fully integrated, reliable, and compliant with project requirements.

Key Responsibilities

Lead daily ELV/ICT commissioning activities in alignment with approved plans, project schedules, and client specifications.
Develop, review, and approve commissioning plans, method statements, test records, functional test scripts, interface matrices, and IST scenarios.
Oversee FAT, SAT, pre-functional checks, start-up, configuration validation, functional testing, and IST with OEMs, specialist subcontractors, and Commissioning Engineers.
Commission and validate Structured Cabling, ICT Infrastructure, Network Interfaces, Access Control, CCTV/VMS, Fire/Life-Safety interfaces, and BMS/EPMS/DCIM integrations.
Plan and execute normal, abnormal, and failure scenarios, including network path loss, power supply loss, communications loss, server/controller failover, alarm routing failure, and system recovery.
Validate cross-system cause-and-effect, system dependencies, resilience, and end-to-end interface testing.
Coordinate fire alarm and aspirating smoke detection commissioning interfaces, including shutdowns, access-control releases, suppression interfaces, and associated life-safety functions.
Manage ELV integration with BMS, EPMS, DCIM, leak detection, environmental monitoring, and vendor systems.
Verify communications and integration protocols including BACnet, Modbus, SNMP, OPC, and vendor gateways.
Coordinate with IT/Network teams on IP plans, VLANs, switch ports, firewall rules, routing, DNS, and time synchronisation requirements.
Manage commissioning logs, issue registers, punch lists, deficiencies, retesting, evidence, and technical close-out.
Coordinate with Clients, Consultants/CxA, Design, Construction, IT/Network, Cybersecurity, Security, Facilities, Operations, OEMs, and specialist subcontractors.
Chair commissioning meetings and provide technical guidance and mentoring to Commissioning Engineers and Technicians.

Qualifications and Experience

Bachelor's Degree in Electrical, Electronics, Telecommunications, ICT, Computer/Network Engineering, or a closely related discipline.
Minimum 12 years of experience in ELV/ICT systems construction, testing, integration, and commissioning.
Minimum 5 years of experience specifically in mission-critical/Data Centre commissioning.
Previous experience as a Senior/Lead ELV Cx Engineer, ICT/ELV Commissioning Lead, Systems Integration Lead, or equivalent.
Experience delivering large colocation or hyperscale Data Centres with complex system integration dependencies.
Demonstrable experience from L1/L2 readiness through L3 start-up, L4 Functional Performance Testing, and L5/IST.

Required Skills

Strong technical knowledge of ELV/ICT systems, network interfaces, security systems, life-safety interfaces, controls/monitoring integration, redundancy, and resilience.
Strong technical leadership, troubleshooting, planning, team coordination, communication, and reporting skills.
Professional certifications such as RCDD, DCDC, CEng/PE, CCP, CCNA/CCNP, relevant manufacturer certifications, or equivalent are advantageous.
