About the Role

Parsons Corporation is seeking a Planning and Reporting Manager to join our team in Riyadh. This full-time position involves leading the project planning, scheduling, progress measurement, performance reporting, forecasting, and schedule control functions across the project. The role provides senior-level oversight of project controls activities, ensuring accurate monitoring and communication of project progress, key milestones, risks, trends, and performance to Project Management and senior stakeholders.

Key Responsibilities

The Planning and Reporting Manager will establish and maintain robust planning and reporting processes, integrating inputs from various project functions to provide reliable information for strategic decision-making and timely corrective actions. Core duties include:

• Leading and managing the Planning & Reporting function across the project.
• Developing, implementing, and maintaining the Project Planning and Reporting strategy, procedures, and reporting framework.
• Establishing and maintaining the Integrated Master Schedule (IMS) covering all project activities from engineering to handover.
• Developing project baseline schedules in accordance with contractual requirements and approved execution strategies.
• Reviewing and challenging contractor and consultant baseline and recovery schedules.
• Ensuring appropriate schedule logic, activity relationships, calendars, constraints, milestones, and critical paths are established.
• Monitoring project progress against approved baselines and identifying deviations, trends, and potential delays.
• Establishing robust progress measurement systems and rules of credit for all project phases.
• Ensuring accurate collection, validation, and consolidation of progress data from all project functions.

Schedule Management and Analysis

This role involves comprehensive schedule management and analytical tasks, including:

• Leading schedule risk analysis, delay analysis, what-if scenarios, and recovery planning.
• Coordinating schedule integration across multiple project packages, disciplines, contractors, and stakeholders.
• Monitoring critical and near-critical activities and ensuring appropriate mitigation and recovery measures are developed.
• Assessing the time impact of variations, design changes, scope changes, and unforeseen events.
• Maintaining a robust change-controlled baseline and ensuring all approved changes are reflected appropriately.
• Establishing forecasting methodologies for project completion dates and key milestones.

Performance Reporting and Integration

The manager will oversee all aspects of performance reporting and ensure seamless integration across project controls:

• Monitoring planned versus actual progress and developing S-curves, progress curves, histograms, dashboards, and performance indicators.
• Leading the preparation of weekly, monthly, executive, and client progress reports, consolidating inputs from all project functions.
• Preparing executive-level reporting highlighting progress, critical path, milestones, delays, risks, opportunities, trends, and recovery actions, providing clear analysis and recommendations.
• Coordinating with Cost Control teams to ensure consistency between earned value, physical progress, schedule performance, and cost performance.
• Ensuring alignment between schedule, cost, progress, and performance reporting.
• Providing senior management with early warning of schedule, progress, resource, interface, and delivery risks.

Qualifications and Experience

Candidates for this position should meet the following requirements:

• A minimum of 10 years of experience in project planning, scheduling, and reporting roles.
• Demonstrated ability to lead and manage a planning and reporting function on complex projects.
• Proficiency in developing and maintaining integrated master schedules and detailed project schedules.
• Strong analytical skills for monitoring project performance, identifying deviations, and developing mitigation strategies.

Team Leadership and Process Improvement

The Planning and Reporting Manager will also be responsible for team development and driving continuous improvement initiatives:

• Managing and mentoring Planning Engineers, Schedulers, and Reporting personnel.
• Establishing clear responsibilities, workflows, and quality standards within the team.
• Developing team capabilities in planning, schedule analysis, reporting, forecasting, and data analytics.
• Driving standardization and continuous improvement of project controls processes.
• Implementing digital planning and reporting solutions to enhance data accuracy and management visibility.
