Procurement Manager

About JAL and the Role

JAL is seeking an experienced and results-driven Procurement Manager to join our team in Riyadh. This full-time position is critical for leading our procurement activities and ensuring the timely and cost-effective sourcing of materials, services, and equipment across the organization.

Role Overview

The successful candidate will be responsible for managing the end-to-end procurement cycle, from initial requisition to final delivery. This includes overseeing supplier relationships, conducting commercial negotiations, driving cost optimization initiatives, and ensuring robust procurement governance. The role requires strict adherence to company policies and delegated authorities, maintaining transparency and fair competition in all purchasing activities.

Key Responsibilities

• Manage the end-to-end procurement process from purchase requisition to purchase order and delivery.
• Review procurement requests, specifications, quantities, budgets, and required approvals.
• Obtain and evaluate quotations, conducting technical and commercial comparisons.
• Negotiate pricing, payment terms, delivery schedules, and commercial conditions with suppliers.
• Issue purchase orders in accordance with approved policies and authority limits.
• Monitor open and overdue purchase orders and ensure timely delivery.
• Source, qualify, evaluate, and develop new suppliers.
• Monitor supplier performance and take corrective action when required.
• Lead cost-saving initiatives, spend analysis, and procurement optimization.
• Develop annual and long-term agreements for recurring goods and services.
• Coordinate with Legal and relevant departments on supplier contracts and agreements.
• Ensure compliance with procurement policies, procedures, budgets, and approval authorities.
• Ensure transparency, fair competition, and proper documentation of direct or single-source purchases.
• Work closely with Finance, Operations, Warehousing, and other departments to ensure business requirements are met.
• Prepare regular reports on procurement spend, savings, supplier performance, overdue orders, budget compliance, and procurement risks.

Qualifications and Experience

• Bachelor’s degree in Supply Chain Management, Procurement, Business Administration, or a related field.
• Proven experience in procurement, preferably in a supervisory or managerial position, with 5-10 years of overall experience.
• Strong experience in supplier management, negotiation, sourcing, and contract management.
• Good knowledge of procurement policies, processes, and governance.
• Experience with ERP and procurement systems.
