About NTU International A/S and the Role

NTU International A/S is a leading international consulting company specializing in project management and technical advisory services worldwide. The company works extensively with European Union institutions, international financial institutions, development agencies, and public sector clients across transport, infrastructure, urban development, climate resilience, governance, and sustainable investment. NTU International is seeking a highly qualified Senior Non-Key Expert – Railways Specialist for a contract position based in Riyadh, Saudi Arabia, to support technical, policy, institutional, and investment-related assignments in the railway sector.

Project Context

This role is in preparation for the project “Global Gateway Transport and Urban Facility 2 – EC-INTPA/2026/EA-RP/0006.” The project's overall objective is to support the global transition towards inclusive, smart, clean, safe, secure, resilient, and sustainable transport and cities in partner countries, in line with the Global Gateway strategy and the European Green Deal’s geopolitical offer. The contract will require the mobilization of experts for technical assistance missions worldwide, with a particular focus on Sub-Saharan Africa, Latin America and the Caribbean, and Asia and the Pacific. The intended start date for the project is January 2027, with an implementation period of 48 months.

Key Responsibilities

• Support the identification, preparation, and implementation of railway infrastructure and systems projects.
• Conduct feasibility studies, technical assessments, project design reviews, and investment-related analyses.
• Support railway planning, corridor development, operations planning, and multimodal integration.
• Advise on rail infrastructure, signalling, interoperability, traffic management, and safety systems.
• Support procurement, tendering, implementation supervision, operation, and maintenance planning.
• Promote sustainable, low-carbon, and climate-resilient railway infrastructure and services.
• Support the application and adoption of European and international railway standards and good practices.
• Advise on interoperability, including relevant EU standards and systems such as ERTMS, where applicable.
• Contribute to environmental and social assessments, climate resilience, and sustainability considerations in railway investments.
• Support policy, regulatory, and institutional reforms in the railway sector.
• Provide capacity building and technical assistance to public authorities, infrastructure managers, operators, and other sector stakeholders.
• Coordinate with public authorities, railway infrastructure managers, operators, contractors, supervising engineers, IFIs, and development partners.

Qualifications and Experience

• Education: A Master’s degree or equivalent diploma in railway engineering, civil engineering, transport engineering, transport operations, or another directly related discipline is required.
• General Professional Experience: Candidates must possess at least 15 years of general professional experience in the railway sector. This includes proven experience managing complex assignments involving multiple stakeholders such as public authorities, infrastructure managers, operators, contractors, supervising engineers, and development partners. Professional experience across the entire project cycle of railway infrastructure and systems investments, including feasibility studies, detailed design, tendering/procurement support, implementation, operation, and maintenance planning, is essential. Experience applying international and European standards and good practices related to railway infrastructure and systems delivery, encompassing technical quality, safety, environmental and social compliance, and sustainability considerations, is also required.
• Specific Professional Experience: A minimum of 7 years of professional experience in the planning, design, supervision, or management of railway infrastructure, systems, or operations is mandatory. Additionally, at least 5 years of professional experience in railway projects in Sub-Saharan Africa, Latin America, or Asia is required. Professional experience related to the different aspects of the G20 Principles for Quality Infrastructure in the rail sector, particularly on the technical side (*, feasibility studies, project design, rail operations, interoperability, safety, social and environmental issues, maintenance, procurement), is also necessary.

Desired Attributes and Language Requirements

• Desired Attributes: Professional experience in the Sub-Saharan Africa region (in situ), professional experience in providing support to governance/capacity building in the rail sector, and professional experience with EU rules and procedures will be considered assets.
• Language Proficiency: English proficiency at C1 level is mandatory. French at a minimum B2 level and Spanish at a minimum B2 level will be considered assets.
