About the Role

Bechtel Corporation is seeking a Subcontract Administrator / QS for the Ar Rjum Project in Riyadh, Saudi Arabia. This is a contract position requiring 5-10 years of experience. The Subcontract Administrator will report functionally to the Project's Contracts Manager and provide support to assigned Contracts Administrators across various civil, mechanical, and electrical/instrumentation packages. The role also involves collaboration with other functions such as field engineering and project controls.

Project Overview

The Ar Rjum Project is a greenfield gold project located approximately 200 km north-east of Taif towards Riyadh, and about 26 km south of Al Mouwayh. It includes three open-pit mining operations with associated waste dumps and ore stockpiles, a processing plant, tailings management facilities, and supporting infrastructure. This infrastructure encompasses water supply, power supply, maintenance facilities, offices, and both temporary and permanent accommodation villages.

Key Responsibilities

The Subcontract Administrator will manage duties across pre-contract, post-contract, and project close-out phases:

  • Pre-Contract Duties: Prepare comprehensive and accurate Bills of Quantities (BoQs) to standardize bidding for contractors. Assist with financial evaluations to recommend the most suitable contractor. Support negotiations of terms, conditions, and pricing with successful bidders to protect client interests.
  • Post-Contract Duties: Assess and verify the value of work completed on-site for the issuance of monthly progress payments. Price and assess the financial impact of any changes, additions, or omissions to the original project scope. Evaluate financial claims submitted by contractors.
  • Project Close-Out: Reconcile all project costs, variations, and claims to agree on the final financial settlement with the client or contractor.

Qualifications and Experience

Candidates for this role should possess the following:

  • 5-10 years of experience in subcontract administration or quantity surveying.
  • Demonstrated ability to prepare accurate Bills of Quantities.
  • Experience in financial evaluations and contract negotiations.
  • Proficiency in assessing interim payments, managing variations, and evaluating claims.

Work Environment

This position is based in Riyadh, Saudi Arabia, and is offered on a contract basis. The role involves working within a project team supporting a large-scale greenfield gold project, requiring collaboration with various functional teams including field engineering and project controls.
