HSE Lead

About the Role

Jacobs Engineering Group Inc. is seeking an HSE Lead to join their team in Saudi Arabia. This full-time position is available across various regions, including Neom, Tabuk, and Riyadh. The role involves providing leadership for health, safety, and environmental activities during the completion, commissioning, handover, and close-out phases of a major water infrastructure project.

Role Context

The HSE Lead will manage the Health, Safety, and Environmental function for a significant water infrastructure project as it transitions into its close-out phase. This position requires close collaboration with project leadership, contractors, commissioning teams, and client stakeholders to ensure all project completion, testing, commissioning, punch list, and handover activities comply with Jacobs, NEOM, and regulatory HSE standards. The primary focus will be on maintaining a strong safety culture, managing risks during final project activities, ensuring contractor compliance, and facilitating a safe transition to operations.

Key Responsibilities

• Lead all HSE activities related to project completion, commissioning, startup, and handover.
• Ensure adherence to project HSE plans, NEOM requirements, regulatory obligations, and Jacobs policies and procedures.
• Monitor contractor HSE performance and provide leadership to drive continuous improvement and safe execution of works.
• Conduct regular site inspections, audits, workplace observations, and compliance reviews across all project work fronts.
• Review and approve risk assessments, method statements, permit-to-work activities, and commissioning safety plans.
• Lead investigations into incidents, near misses, and safety observations, ensuring effective corrective and preventive actions are implemented.
• Provide HSE support during testing, commissioning, energization, startup, and system integration activities.
• Coordinate emergency preparedness planning, drills, and response activities in collaboration with project stakeholders.
• Develop and present HSE performance reports, trends, KPIs, and recommendations to project leadership.
• Support operational readiness, handover, and close-out activities, ensuring all HSE obligations and documentation requirements are completed.

Qualifications and Experience

• A minimum of 10 years of experience in a relevant HSE role.
• Demonstrated experience in leading HSE functions for major infrastructure projects, particularly during completion and commissioning phases.
• Strong understanding of HSE regulations and best practices in the water infrastructure sector.
