Role Summary

SKM Air Conditioning is seeking a Procurement Engineer to join its team in Dammam, Eastern Region. This full-time role is responsible for controlling the supply of an assigned assortment of materials, services, and service parts. The Procurement Engineer will optimize existing methods and techniques, make informed judgments, and anticipate and fulfill the demands of other departments. This position involves managing both direct and indirect material procurement teams, overseeing material planning, addressing supply risks and shortages, evaluating suppliers, identifying projects, and tracking savings.

Key Responsibilities

• Manage, supervise, and develop buyers within the procurement team to meet efficiency and KPI targets, encouraging the acquisition and application of new skills.
• Develop and implement optimum purchasing processes, procedures, and systems, deploying them through written policies, training, and effective measures consistent with internal controls.
• Provide an environment that develops people to achieve departmental objectives, demonstrating leadership as an individual and as a team leader.
• In coordination with the Procurement Team Leader, develop, deploy, supervise, and manage sourcing plans and strategies for products and services required to support company operations.
• Direct and supervise the entire procurement operation, utilizing 100% capability of procurement staff and maintaining a high level of team engagement.
• Ensure effective and smooth relationships and communication with other departments and suppliers.
• Determine priorities, develop work schedules, and assign work to the team based on available manpower and resources, ensuring efficient accomplishment and minimal disruption.
• Ensure the accurate completion of all procurement requests, including proper documentation of materials and cost expenditures.
• Maintain close, continuous relationships with vendors, suppliers, and contractors to stay current on market conditions, pricing, and availability, as well as resolving procurement problems.
• Prepare yearly budget plans, monitor budget implementation, and provide comments/analysis to the Procurement Director/Management when requested.
• Evaluate the performance of the procurement team on a quarterly basis and prepare reports for submission to the Procurement Director.
• Analyze data and perform field analysis, making recommendations and decisions for improvement.
• Maintain overall business knowledge and work closely with the Procurement team, Costing, Finance, Accounting, Business Development, and Legal departments to ensure effective, complete, and accurate data.
• Work with the internal MRP process for all projects from start to close.
• Contact suppliers in the event of delivery problems (*, shortages/overages, damages, invoicing discrepancies) and resolve them appropriately.
• Maintain documentation in accordance with departmental practice and company standards.
• Inform the HOD and Costing department of market/pricing changes that may impact operations or budget.
• Respond to critical parts supply inquiries and resolve any problems associated with vendor delivery performance.
• Maintain focus on value-added activities, identify and implement alternative, innovative, and creative solutions to drive the lowest total cost of ownership, balancing cost saving opportunities with risk mitigation.
• Implement and maintain metrics that clearly indicate the performance level of departmental and supplier effectiveness.
• Initiate suppliers to implement and increase e-Procurement relationships and other continuous improvement opportunities.
• Demonstrate accountability for all work activities and initiate opportunities to take actions to improve situations.
• Anticipate potential objections and persuade others to adopt a different and optimum approach within the area of responsibility.
• Perform other duties and responsibilities as assigned from time to time to ensure adherence to timelines and processes.

Required Experience and Qualifications

• A minimum of 2 to 5 years of experience in a procurement or supply chain role.
• Demonstrated experience in managing procurement teams and processes.
• Proven ability in material planning, supplier evaluation, and risk management.
