About the Role

Parsons Corporation is seeking a CADD Designer – Traffic Signal Plans to join its team in Riyadh. This full-time role is central to developing and maintaining accurate traffic signal documentation that supports critical traffic engineering and Traffic Control Center operations across the city.

Role Overview and Context

The CADD Designer will be responsible for creating and updating traffic signal layout drawings, intersection base plans, and records related to controller and detection information, including as-built records. This position requires close collaboration with traffic signal engineers, Synchro modelers, roadway engineers, ITS specialists, field inspectors, and TCC staff to ensure all drawings accurately reflect current field conditions and approved changes for operational analysis and signal management.

Key Responsibilities

  • Prepare, update, and maintain CADD traffic signal layout plans for signalized intersections and coordinated corridors.
  • Develop accurate intersection base drawings showing roadway geometry, lane assignments, stop bars, crosswalks, signal poles, signal heads, pedestrian equipment, cabinets, detection zones, communications elements, signs, and relevant pavement markings.
  • Update existing signal drawings using field survey information, redlines, photographs, controller records, construction drawings, and verified as-built information.
  • Prepare and maintain as-built traffic signal plans used by traffic engineers and TCC staff for operations, timing development, troubleshooting, and future modifications.
  • Coordinate drawing information with Synchro models to ensure consistency in lane geometry, approach configurations, signal phasing references, and intersection identifiers.
  • Prepare signal phasing diagrams, detector layouts, cabinet/equipment schedules, pole and head identification, and other supporting plan information under engineering direction.
  • Incorporate approved traffic signal timing, phasing, geometric, detector, and field-equipment changes into controlled drawing sets.
  • Support development of corridor plan sets and location maps for traffic signal management and progression studies.
  • Conduct or support field verification activities to resolve discrepancies between legacy drawings, central-system records, and actual site conditions.
  • Maintain drawing revision history, file naming, layer conventions, title-block information, document numbers, and issue status in accordance with project CADD and document-control standards.
  • Perform drawing quality checks for completeness, legibility, dimensional consistency, symbols, references, layer use, and conformity with approved drafting standards.
  • Coordinate with roadway and ITS designers where signal modifications interact with geometric improvements, communications infrastructure, detection, power, or other roadside systems.
  • Produce clear PDF plots and editable CADD files suitable for engineering review, RCRC submission, field use, and final handover.
  • Assist with preparation of sketches and exhibits for traffic improvement concepts, technical reports, presentations, and implementation packages.
  • Organize and maintain the traffic signal drawing library for easy retrieval of current approved or verified as-built plans.

Qualifications and Requirements

  • Diploma or associate degree in Civil Engineering Technology, Drafting, CADD, Transportation Technology, or a closely related discipline.
  • 5-10 years of CADD design/drafting experience on roadway, traffic signal, ITS, transportation, or civil infrastructure projects.
  • Strong proficiency with AutoCAD and/or MicroStation and demonstrated ability to prepare accurate engineering plan drawings from technical direction and field information.
  • Experience preparing traffic signal, roadway, electrical/ITS, utility, or comparable infrastructure drawings; direct traffic signal plan experience is strongly preferred.
  • Ability to read and interpret engineering plans, roadway geometry, signal phasing information, equipment layouts, field redlines, and as-built documentation.
  • Strong attention to detail and ability to identify discrepancies between drawings, model information, records, and field conditions.
  • Working knowledge of CADD layers, references, blocks/cells, annotation, plotting, title blocks, revision control, and file-management practices.
  • Ability to coordinate with engineers and incorporate technical comments accurately and efficiently.
  • Good organizational skills for maintaining large numbers of intersection drawings and revision records.
  • Working proficiency in English sufficient to understand technical comments, drawing notes, and project standards.

Desired Skills and Attributes

  • Previous experience preparing traffic signal layout and as-built plans for a Traffic Control Center or citywide signal-management program.
  • Familiarity with Synchro network geometry and the information needed to keep operational models aligned with signal drawings.
  • Experience with Civil 3D, OpenRoads, GIS, ProjectWise, or other engineering design/document-management platforms.
  • Knowledge of traffic signal equipment, detection systems, controller cabinets, communications, signal poles/heads, and pavement markings.
  • Previous project experience in Saudi Arabia or the GCC.
  • Arabic language skills.

Work Environment and Location

This full-time position is based in Riyadh, Saudi Arabia. The role involves working within a collaborative environment, coordinating with various engineering and operational teams to support citywide traffic management initiatives.
