About the Role

Parsons Corporation is seeking a full-time HSE Coordinator - Saudi National to join its team in Riyadh, Saudi Arabia. This position plays a crucial role in supporting the implementation of safety, health, and environmental (SH&E) standards across projects, ensuring compliance with both company practices and regulatory requirements.

Role Context and Reporting Structure

The HSE Coordinator assists a project or program manager in ensuring that site-specific SH&E plans, workplaces, and operational tasks conform to Parsons' risk management practices and comply with prevailing regulatory and client SH&E requirements. This role reports directly to the Parsons corporate SH&E functional group through an SH&E manager or director, and by dotted line to a project or program manager.

Key Responsibilities

  • Support the implementation of the Project HSE Plan, procedures, and site safety requirements.
  • Conduct routine site safety inspections and safety walks under the direction of senior HSE personnel.
  • Identify and report unsafe acts, unsafe conditions, hazards, and potential risks to responsible HSE personnel.
  • Monitor compliance with approved Risk Assessments, Job Safety Analyses (JSA/JHA), and Method Statements.
  • Ensure workers adhere to established safe work practices and approved control measures, including appropriate use of Personal Protective Equipment (PPE).
  • Support monitoring of Permit to Work (PTW) requirements and basic high-risk activities such as work at height, excavation, lifting operations, hot work, confined spaces, and electrical activities.
  • Check housekeeping, access and egress, barricading, warning signs, lighting, and general site safety conditions, following up on corrective actions.
  • Participate in toolbox talks, safety briefings, site safety awareness activities, and emergency drills.
  • Assist with maintaining safe work zones, exclusion areas, pedestrian routes, and traffic controls.
  • Support site induction activities for workers and visitors, and assist in monitoring worker competency and required HSE training records.
  • Verify availability and proper use of required safety equipment, emergency facilities, and assist in inspections of fire extinguishers and first-aid provisions.
  • Support environmental requirements including waste segregation, spill prevention, dust control, and pollution prevention.
  • Report incidents, near misses, unsafe acts, and unsafe conditions immediately, and assist in gathering information for investigations.
  • Maintain HSE inspection checklists, observations, photographs, reports, and supporting records, and assist in preparing daily and weekly HSE reports.
  • Promote a positive safety culture and Zero Harm approach, escalating serious or imminent HSE risks to senior management.

Qualifications and Experience

  • Bachelor’s degree or diploma in Occupational Health & Safety, Engineering, Environmental Science, or a related discipline.
  • 2+ years of relevant HSE experience, preferably within construction, infrastructure, civil, airport, or large-scale development projects.
  • Basic practical knowledge of construction site safety requirements.
  • Experience conducting site inspections and monitoring safe work practices.
  • Good understanding of risk assessments, method statements, PPE requirements, and basic HSE procedures.
  • NEBOSH IGC or equivalent is preferred.
  • First Aid / CPR certification is preferred.
  • Airport / airside project experience, IOSH Managing Safely, OSHA safety training, basic fire safety, emergency response training, and ISO 45001 awareness training are advantageous.

This full-time position is based in Riyadh, Saudi Arabia, requiring active participation in a construction site environment and collaboration within a multidisciplinary HSE team.
