About the Role

Alfanar Projects is seeking a PMO Governance & Portfolio Management, Section Manager to join their team in Riyadh. This full-time role involves overseeing project portfolio and PMO activities within the Support Services Division, ensuring effective governance, alignment with business objectives, and successful project delivery. The position requires 6-10 years of relevant experience.

Key Responsibilities

Oversee the assigned portfolio of projects and monitor overall performance, ensuring alignment with approved objectives, priorities, and business plans.
Support project evaluation, prioritization, sequencing, and benefits realization, identifying portfolio-level dependencies, constraints, risks, and opportunities.
Establish and maintain PMO governance, methodologies, standards, and templates, ensuring project teams follow approved practices and requirements.
Monitor compliance with governance, approvals, documentation, and reporting requirements, and improve PMO processes based on business needs and lessons learned.
Monitor project scope, schedule, cost, quality, risks, issues, and overall health, reviewing significant changes and corrective action plans.
Conduct project reviews and assurance activities to identify performance concerns, providing guidance to project managers and supporting resolution of delivery challenges.
Consolidate project information into portfolio reports, dashboards, and performance analyses, providing management with insights and recommendations.
Support governance and project review meetings, tracking management decisions and ensuring assigned actions are followed through to closure.
Monitor resource allocation, demand, and capacity across the assigned project portfolio, supporting project initiation, business-case development, and scope definition.
Participate in the evaluation and selection of project vendors and service providers, monitoring vendor performance against contractual requirements.
Manage PMO team activities, assign responsibilities, and monitor performance, setting PMO objectives and translating business goals into operational plans.
Develop team capabilities through coaching, feedback, and knowledge sharing, monitoring the PMO budget and promoting accountability and continuous improvement.

HR Proficiency: Ability to recruit, recognize, and cultivate high performers to create a robust second line of management. Recognize low performers and guide them or manage their exit. Ensure fair treatment of subordinates based on performance. Maintain a delegation of authority matrix as per company policy.

Monitor and control budgets and expenses for optimum cost efficiency.
Organizational Development: Develop the organizational structure according to current requirements, considering future and development plans. Ensure job descriptions are available for all roles.
Business Process Improvements: Develop and coordinate well-defined written systems, policies, and procedures, seeking automation opportunities. Be conversant with and able to navigate IT solutions relevant to the job and business, promoting their full use.
