Overview of the Role

El Seif Engineering Contracting is seeking a SR. MANAGER - PROJECT CONTROLS to join its team in Riyadh. This full-time position involves working as a strategic partner to the Project Director on very-high-value mega-projects, providing expert leadership and strategic management for the integrated Project Controls function.

Core Responsibilities

The Senior Project Controls Manager is accountable for the integrity and defense of the Performance Measurement Baseline (PMB) across multiple complex work packages. Key responsibilities include:

• Ensuring project control systems serve as predictive instruments for successful delivery.
• Leading the strategy for complex Extension of Time (EoT) claims.
• Providing expert internal and external stakeholder diplomacy.
• Driving continuous improvement of project-level control standards and risk governance to safeguard the company’s financial and contractual position.

Strategic Project Risk and Financial Oversight

This role encompasses critical oversight functions:

• Strategic Project Risk Oversight: Overseeing the project-level risk function to ensure identification and mitigation activities are strictly aligned with the Project Business Plan. This includes embedding mitigation strategies in the construction sequence to safeguard the PMB and business performance.
• High-Fidelity Financial Control: Directing the production of executive-level cost reports and quarterly Estimate At Completion (EAC) updates. The role owns the integrity of the Value of Work Done (VOWD/CWIP) measurements and ensures actionable insights are provided to senior management for high-stakes financial decision-making.

Qualifications and Experience

The ideal candidate will possess a strong background in project controls and strategic management, demonstrating the ability to lead complex functions within mega-projects. A minimum of 10 years of experience in a relevant field is required.
