TENDER & ESTIMATION ENGINEER

About the Role

Duncan & Ross is seeking a Tender & Estimation Engineer to join their team in Riyadh. This full-time role is responsible for overseeing the complete tendering and cost estimation process for restoration projects. The position ensures that all tender documents are clear and comprehensive, cost estimates are reliable, and bid evaluations are conducted fairly, transparently, and are defensible for procurement and audit review.

Key Responsibilities

• Prepare tender documents, including the scope of work, technical requirements, bills of quantities, evaluation criteria, and commercial terms.
• Develop cost estimates and budgets for each work package.
• Consolidate technical input from discipline engineers into comprehensive tender documents.
• Coordinate site visits for bidders, respond to bidder clarifications, and issue necessary addenda and extensions.
• Maintain tender schedules and records in compliance with company procurement policy.
• Conduct technical and commercial evaluations, benchmarking bid prices against the established cost estimate.
• Prepare bid comparison statements and recommendations for award.
• Support the purchase requisition, purchase order, and contract award processes.

Work Environment

This is a full-time position based in Riyadh, focusing on critical restoration works. The role requires close coordination with various internal teams, including discipline engineers, and external bidders to ensure efficient and compliant tendering processes.
