About the Role

Bupa Arabia is seeking a Senior Executive Manager – Data Management to lead the company's compliance with the National Data Management Office (NDMO) framework and the Saudi Personal Data Protection Law (PDPL). Based in Jeddah, this full-time role is central to delivering Track 3 of the Data Modernization Program, ensuring all data governance, data quality, data management, and data protection obligations are met comprehensively, on schedule, and are auditable by the Insurance Authority.

This position operates at the intersection of regulatory compliance, data architecture, and change management. The Senior Executive Manager translates NDMO requirements into actionable governance frameworks, stewardship structures, and operational processes, involving direct collaboration with EY, the platform team (Track 1), and the AI team (Track 2) to embed governance across the new platform's layers.

Strategic Program Leadership

The Senior Executive Manager is responsible for accelerating remaining deliverables within the Data Modernization Program and ensuring Bupa Arabia passes its NDMO compliance audit by the 12-month program milestone. Key responsibilities include:

  • Owning all Track 3 NDMO deliverables, accelerating Data Governance from 40% to 100% and Data Management from 22% to 100% within the program timeline.
  • Driving sign-off on pending deliverables, including Data Strategy (***, ***, ****, Data Management Plans across 12 domains, Policy gap analysis, and TOM approval.
  • Preparing Bupa Arabia for the NDMO compliance audit at the 12-month milestone, maintaining an audit-ready evidence pack for all 155 deliverables (excluding Data Catalog).
  • Coordinating with the EY program team to track remaining obligations and ensure no deliverable gaps remain open at program close.
  • Leading EY's independent delivery of the Data Catalog (MCM), overseeing its 18 deliverables (Data Sources Prioritization, Metadata Population, Quality, Annotation, Certification, Catalog Tool, KPI reporting).
  • Defining a phased delivery plan for the Data Catalog, prioritizing manual metadata population and ensuring integration with GCP Dataplex once Track 1 is live.

Data Governance and Policy Implementation

This role involves establishing and enforcing robust data governance frameworks and policies across the organization:

  • Finalizing and obtaining approval for Bupa Arabia's Data Management and Personal Data Protection Policy (****, Data Architecture Policy (*****, and all 12 domain-specific data management plans.
  • Implementing and operationalizing the Target Operating Model (TOM) for data governance, encompassing all 11 roles including CDO, Governance Officer, Compliance Officer, Data Protection Officer, Business Data Stewards, and IT Data Stewards.
  • Establishing and chairing the Entity Data Management Committee (****, a monthly governance forum with CDO, domain owners, and IT representation.
  • Leading the Data Strategy refresh and socialization (***, ***, ****, ensuring alignment with Vision 2030, NDMO, and Bupa Arabia's Data Modernization Programme.

PDPL Compliance and Data Subject Rights

The Senior Executive Manager will ensure continuous compliance with the Saudi Personal Data Protection Law (PDPL):

  • Maintaining all completed PDPL obligations, including 24 RoPA, 20 DPIA, breach notification procedures, consent management, and third-party vendor assessments.
  • Closing all pending PDPL items such as Compliance Monitoring, Processing Principles, Data Collection Policy, Legal Basis, Disclosure Policy, Data Retention, Technical Measures, and Advertising Policy.
  • Conducting quarterly PDPL compliance monitoring and audit reviews to maintain continuous compliance.
  • Managing data subject rights requests end-to-end, from receipt and triage to fulfilment within statutory timeframes and logging.

Data Quality and Architecture Oversight

Responsibilities also include developing and overseeing the enterprise data quality framework and managing data architecture:

  • Building and operationalizing the enterprise Data Quality (DQ) framework, including rule development, monitoring dashboards, SLAs, and issue resolution processes across critical data domains.
  • Owning Initial Data Quality Assessment (**** findings, translating them into a prioritized remediation backlog, and tracking resolution through the Data Management Issue Tracking Register (*****
  • Implementing data stewardship workflows for DQ issues, including assignment, escalation paths, resolution tracking, and SLA enforcement.
  • Coordinating with the GCP platform team to ensure automated DQ assertions align with the enterprise DQ framework and NDMO reporting requirements.
  • Completing outstanding Data Classification deliverables: DC Classification Review (700 Critical Data Elements), DC Metadata for CDEs, DC Data Identification sign-off.
  • Overseeing the Reference and Master Data (RMD) domain, completing RMD Information Architecture, RMD Technical Requirements, RMD Data Hub Implementation, and RMD Trusted Source designation.
  • Maintaining the Data Architecture and Modeling register (DAM * and change management process (DAM **

Qualifications and Experience

Candidates for this role should possess a strong background in data management, governance, and regulatory compliance, with the following experience:

  • A minimum of 5 to 10 years of relevant professional experience in data management, data governance, regulatory compliance, or a related field.
  • Demonstrated experience in leading large-scale data programs and ensuring compliance with national data frameworks (*, NDMO) and data protection laws (*, PDPL).
  • Proven ability to translate regulatory requirements into operational frameworks and processes.
  • Experience in stakeholder management and collaboration with internal teams and external partners.
