The Role of Testing & Commission Manager

El Seif Engineering Contracting Company is seeking a Testing & Commission Manager to oversee and manage all testing and commissioning activities for its projects. This full-time role requires a professional with over 10 years of experience who can develop strategies, ensure timely and cost-effective progress, and lead a team of MEP T&C Engineers.

Key Responsibilities

• Manage all testing and commissioning activities for ESEC projects.
• Develop and implement testing strategies and methodologies.
• Monitor project progress to ensure timely and cost-effective completion.
• Lead the selection, management, and retention of MEP T&C Engineers, enforcing policies and procedures to enhance functional effectiveness.
• Contribute to human resources initiatives such as succession planning, employee career growth, and organizational structure.
• Direct the development of KSA national employees within the function to support corporate objectives and Saudization targets, fostering knowledge dissemination and internal capability building.
• Ensure the function operates with high standards of respect, integrity, accountability, agility, quality, safety, and corporate governance.
• Promote compliance with the Code of Ethics and company values among all employees, reinforcing a strong people culture and ethical business practices.
• Enhance the adoption and utilization of systems and ERP.
• Identify and track KPIs for the MEP T&C team, devising improvement plans and initiatives.
• Streamline and refine comprehensive policies, operational business processes, systems, and procedures.
• Provide leadership and guidance, monitoring teamwork and cooperation with Finance, Human Resources, Commercial, QHSE, Communication, and Technical Services functions.
• Conduct, chair, minute, and follow up on actions from formal Testing and Commissioning review meetings.
• Conduct workshop reviews with the Final Client, Contractor, and other Project Stakeholders.
• Ensure the Contractor receives timely responses to submissions in line with the Master Project Schedule.
• Issue summary Testing and Commissioning documentation to the Client for confirmation.
• Assess all EHSQ risks related to the Works, fulfilling information security requirements.
• Monitor, review, and report on T&C requirements and achievements.
• Regularly review supply chain/sub-contractors’ methods of work for suitability.
• Monitor works to ensure compliance with agreed systems.
• Ensure all statutory inspections are carried out.
• Identify training needs for project teams and ensure a plan is provided.
• Utilize recording tools and data to maintain an accurate project program position.
• Stay updated with current health and safety legislation.
• Take reasonable care of personal health and safety and that of others in the workplace.
• Follow and maintain company quality standards in accordance with the Company Quality System.

Qualifications and Experience

• A minimum of 12 years of experience in a relevant field.
• Demonstrated ability to manage complex testing and commissioning activities.
• Strong leadership skills for managing engineering teams.
