Environment Health and Safety Manager

About the Role

Zodcon is seeking an Environment Health and Safety Manager to join their team in Dammam, Eastern Region. This full-time role involves managing the execution of approved HSE programs for assigned Zodcon project sites, ensuring safe work activities, regulatory and client compliance, and effective incident prevention. The manager will coordinate closely with project teams and is expected to have over 10 years of experience in the field.

Key Responsibilities

• Implement and maintain site-specific HSE controls throughout project execution, translating corporate and project HSE requirements into a site implementation and inspection plan.
• Review construction methodologies, activity risk assessments, and HSE provisions for high-risk work.
• Coordinate daily HSE priorities with the Project Director, site supervisors, and subcontractors, tracking site HSE objectives and reporting emerging exposure.
• Manage and verify safe execution of site activities through planned inspections of work fronts, temporary works, lifting, work at height, and electrical activities.
• Verify permit-to-work, isolation, personal protective equipment, and access controls, stopping or escalating unsafe activities as needed.
• Coordinate timely site response and investigation of incidents and emergencies, including immediate notification, evidence preservation, and root-cause analysis.
• Maintain and exercise emergency response, rescue, evacuation, and first-aid arrangements, briefing personnel on preventive measures.
• Ensure contractors and site personnel meet applicable HSE expectations, verifying subcontractor inductions, competence, and safety plans.
• Conduct toolbox talks, safety campaigns, and targeted training, chairing site HSE meetings and following up on contractor observations and actions.
• Maintain transparent site records, compile daily and monthly HSE statistics, inspections, observations, and incident reports.
• Direct assigned HSE staff, assigning inspection areas and following up actions, and reporting critical site risks to management.

People Management and Decision-Making

The Environment Health and Safety Manager will direct project HSE teams, setting priorities, assigning accountabilities, and developing HSE capability. Within delegated authority, the role may direct HSE priorities and recommend work suspension or corrective measures. Contractual, financial, and regulatory approvals remain with authorized management.

HSE Responsibility

The incumbent is responsible for complying with Zodcon HSE requirements, actively identifying hazards, supporting preventive controls, escalating incidents promptly, and ensuring that project safety and environmental obligations are met within assigned authority.

Internal and External Contacts

Internal contacts include the Head-QHSE, project directors/managers, Construction, Engineering, PMO, Procurement, workforce supervisors, subcontractor coordination teams, and HR. External contacts, as authorized, involve client HSE representatives, consultants, subcontractors, third-party inspectors, emergency services, and competent regulators.

Working Conditions

This role involves working in both an office and active construction-site environment. Frequent site inspections, use of Personal Protective Equipment (PPE), exposure to construction hazards, and possible travel or emergency response duties are part of the job.
