Operations Manager HDPE/PE Pipeline Systems

About the Opportunity

Caliberly is seeking an experienced Operations Manager - HDPE/PE100 Pipeline Systems to establish, lead, and scale a new Polyethylene (PE) Lining Division. This full-time role is based in Dammam, Saudi Arabia, with a strategic focus on operations across the MENA region. It presents a significant build-and-lead opportunity for an engineering and operations leader with specialized expertise.

Division Leadership and Strategic Development

The Operations Manager will be responsible for building and leading the HDPE/PE100 Tight-Fit Lining Division from its inception. This includes developing regional operating strategies, technical standards, Standard Operating Procedures (SOPs), execution methodologies, and comprehensive competency frameworks. A core aspect of this role involves recruiting, developing, and leading project teams, including Project Managers, Project Coordinators, Field Supervisors, and Fusion Technicians. The manager will also cultivate strategic relationships with oil & gas operators, EPC contractors, engineering consultants, equipment manufacturers, technology providers, and specialist subcontractors.

Operational and Technical Execution

This position requires establishing the technical and operational capability necessary to execute projects effectively across Saudi Arabia and the wider MENA region. Key responsibilities include developing and qualifying tight-fit PE lining systems, reduction/reversion and insertion technologies, end terminations, flanges, connectors, fittings, and tie-in methodologies. The role encompasses full ownership of the division, from technical development and equipment qualification through tendering, project mobilization, field execution, commercial performance, quality assurance, Health, Safety, and Environment (HSE) compliance, and regional growth initiatives.

Engineering and Technical Requirements

• Lead the engineering and technical design of PE100/HDPE liner systems, including liner sizing, SDR, pressure ratings, material selection, and pressure/temperature derating.
• Develop and approve technical specifications, design calculations, Inspection and Test Plans (ITPs), installation procedures, qualification documents, and quality plans.
• Provide technical leadership on critical aspects such as buckling/collapse, annular pressure, thermal effects, creep, slow crack growth, liner performance, and long-term integrity.
• Establish and qualify installation procedures and testing methodologies aligned with client and international standards.

Candidate Profile and Experience

The ideal candidate will possess deep expertise in HDPE/PE100 pipeline systems, tight-fit PE lining, pipeline rehabilitation, liner insertion, fusion technologies, and oil & gas/water flowline applications. A minimum of 5 to 10 years of relevant experience is required for this leadership position.
