Business Development Manager PMC

About the Role

Wakecap is seeking a Business Development Manager for Project and Construction Management (PMC) services in Saudi Arabia. This full-time role is based in Riyadh, Al Khobar, Dammam, or Jeddah and requires a minimum of 7 years of business development experience. The manager will focus on developing relationships with key stakeholders and qualifying opportunities within the Saudi Arabian market.

Key Responsibilities

• Identify and cultivate relationships with delivery directors, project controls leads, development directors, and procurement contacts across Saudi Arabia.
• Qualify opportunities based on scope, stage, budget signals, competition, and the company's ability to prime or partner.
• Manage the pursuit process from initial introduction to proposal handoff, including meeting notes, defining next actions, and preparing clear briefs for the Bid / Proposal Manager.
• Prepare short capability notes, meeting agendas, and follow-up communications.
• Track the live pipeline weekly, noting the stage, owner, next steps, and removing opportunities without a meeting within 14 days.
• Support partner routes when the company cannot act as the prime contractor.
• Provide market intelligence on PMC awards, typical fee structures, and competitor activities.

Qualifications and Experience

• A minimum of 7 years of business development experience in Saudi Arabia, preferably within professional services such as PMC, project management, cost management, or engineering.
• An existing network among developers, owners, and government entities in Saudi Arabia is required.
• Demonstrated ability to initiate client relationships and write clear pursuit briefs for proposal teams.
• Proficiency in both Arabic and English is mandatory. Candidates must be able to conduct client conversations and correspondence in Arabic.
• Ability to cover client meetings Sunday through Thursday, with travel to other KSA cities as needed.

Location and Work Type

This is a full-time position based in one of the following cities: Riyadh, Al Khobar, Dammam, or Jeddah. The role requires regular client engagement and travel within Saudi Arabia.
