HSSE Section Head

About the Role

Hill International (KSA) is seeking an experienced HSSE Section Head to join their team in Riyadh, Riyadh Province. This full-time position requires a professional with over 10 years of experience in Health, Safety, Security, and Environment (HSSE) management, focusing on ensuring compliance and driving performance improvements across projects.

Key Responsibilities

• Ensure the availability and adequacy of all Supervision Consultant's (Engineer's) and Contractors' HSE provisions, adhering to policy requirements, construction contracts, HSE plans, Employer's HSE requirements, and applicable local/national and international regulations.
• Measure the HSE performance of the Supervision Consultant (Engineer) and Contractors, providing recommendations for necessary improvements.
• Investigate direct and root causes of accidents/incidents, advising on recommendations to prevent recurrence.
• Record and follow up on identified safety hazards and non-conformances with HSE regulators and relevant authorities.
• Coordinate with the PMC Project Manager/Construction Manager to implement effective HSE systems on project sites.
• Liaise with the Employer, PMC (Hill International), and Local/Enforcing Authorities/Municipality Authorities to ensure all parties adhere to Project HSE Requirements.
• Provide HSE training and induction for staff.
• Review and approve Contractors' HSE documents, submittals, and drawings to verify suitability, adequacy, and conformance.
• Ensure full compliance of the Supervision Consultant (Engineer) and Contractors with Project HSE Requirements.
• Conduct scheduled and unscheduled HSE audits and inspections, reporting identified non-conformances to the Project management team for corrective action by the violating party.
• Stay informed of relevant Quality, Environmental, Safety, and Occupational Health Policies, Manuals, and Procedures within Hill International, ensuring continuous compliance.
• Perform other duties as assigned by the line manager/supervisor.

Candidate Profile

The ideal candidate will possess a strong background in HSSE management within the construction or related industry, demonstrating a proactive approach to safety and regulatory compliance. This role requires a professional capable of leading initiatives, conducting thorough investigations, and fostering a culture of safety across multiple project stakeholders.

Qualifications and Experience

• A minimum of 15 years of experience in Health, Safety, Security, and Environment (HSSE) roles.
• Demonstrated ability to interpret and apply local, national, and international HSE statutes and regulations.
• Experience in conducting HSE audits, inspections, and incident investigations.
• Proficiency in reviewing and approving HSE documentation.

Work Environment

This is a full-time position based in Riyadh, Saudi Arabia, within a dynamic project environment. The role involves close coordination with various internal and external stakeholders, including contractors, consultants, and regulatory authorities.
