Infrastructure Master Planning SME

About the Role

Hill International (KSA) is seeking an Infrastructure Master Planning SME to join their team in Riyadh, Riyadh Province. This full-time role involves developing and managing infrastructure master plans for the company's projects, ensuring strategic capacity and access goals are met. The position requires a professional with extensive experience in major national and international initiatives.

Key Responsibilities

• Develop and manage infrastructure master plans for Hill International's projects.
• Establish best-practice methodologies for capacity planning across the global network, including failover paths and "what if" modeling.
• Analyze existing infrastructure and develop plans for improvement and expansion.
• Develop strategic roadmaps to ensure network capacity and access goals are achieved.
• Evaluate current infrastructure and create plans for upgrades and replacements.
• Establish and maintain relationships with stakeholders and local government agencies.
• Develop and implement strategies to ensure successful execution of infrastructure master plans.
• Monitor the progress of master plans and make necessary adjustments.
• Provide technical support to project teams on infrastructure-related issues.
• Prepare reports and presentations to communicate master plan progress.
• Develop and maintain a database of infrastructure-related information.
• Identify and implement best practices for infrastructure master planning.
• Ensure continuous compliance with Hill International's Quality, Environmental, Safety, and Occupational Health Policies, Manuals, and Procedures.
• Perform other duties as assigned by the line manager/supervisor.

Qualifications and Experience

• Minimum of 25 years of experience in a related field, specifically on national/international major initiatives and developments.
• Demonstrated close engagement with utility providers and wider commercial and public cluster stakeholders.
• Expertise in the development of water and wastewater master plans.
• Expertise in major development master planning and urban planning, preferably at national levels, with thorough knowledge of urban and infrastructure planning disciplines.
• Knowledge of other disciplines related to planning activities and projects, including understanding of required business interfaces and interdependencies.
• Extensive international work experience, with a preference for the Middle East / KSA.
• Experience in economic appraisal, demand forecasting, cost-benefit analysis, and operating cost forecasting.
• Proven ability to prioritize expenditures across projects, programs, and service outcomes.
• Experience in developing methodologies to demonstrate consistency between expenditure plans and strategic plans.
• Ability to provide economic analysis and advice on policy and operational matters.
• Participation in discussions with various disciplines, including engineers, designers, and planners.

Required Skills

• Demonstrated intellectual rigor and effective communication skills, capable of explaining technical issues to diverse audiences in English (Arabic proficiency is preferable).
• Excellent interpersonal skills and the ability to work effectively within a team.
• Essential ability to compose reports in English (Arabic proficiency is preferable).
• Excellent verbal and written communication skills.

Work Environment

This is a full-time position based in Riyadh, Saudi Arabia, within a professional and dynamic project management environment at Hill International (KSA).
