About the World Expo 2030 Riyadh Project

Bechtel Corporation is providing comprehensive project management services for the World Expo 2030 Riyadh Masterplan. This landmark project in Riyadh, Saudi Arabia, envisions a green, futuristic, and sustainable Expo Site designed to integrate with the nation's nature, heritage, and culture. The Expo 2030, themed “Foresight for Tomorrow,” will be a global platform for innovation, culture, and technology, reinforcing Saudi Arabia's commitment to international cooperation and dialogue within the framework of Vision 2030. The 2 million square-meter site is strategically located north of Riyadh.

Role Summary

The Package Manager EXPO (Infrastructure) is a full-time position responsible for the successful planning, execution, and delivery of site-wide infrastructure for the World Expo 2030 Riyadh. This role will initially focus on core infrastructure elements and will subsequently expand to include Public Realm works. The Package Manager reports directly to the Delivery Director and collaborates closely with other Package Managers, Construction Managers, and various internal and external stakeholders to ensure timely and cost-effective project delivery.

Key Responsibilities

• Assist in preparing procurement strategies and developing supporting scopes of work for various packages.
• Support the technical evaluation of contractors during the tendering process.
• Develop and maintain a detailed plan for the delivery of all site preparation packages.
• Oversee the construction of all work packages, ensuring adherence to project schedule and budget.
• Monitor site activities to ensure compliance with safety, quality, and environmental requirements.
• Liaise with internal and external stakeholders to facilitate work delivery.
• Manage the project team, subcontractors, and third parties to meet delivery schedules and handover requirements.
• Manage all aspects of the project scope, from design constructability and interfaces to execution.
• Ensure that plans and procedures for engineering, procurement, and construction activities are in place and comply with local and national regulatory codes, ES&H, and quality standards.
• Arrange for the overall execution of works, meeting compliance, contractual, and customer requirements.
• Champion a positive project work environment through leadership, fostering openness, trust, communication, teamwork, empowerment, innovation, and satisfaction.
• Communicate effectively with staff, supervisors, and other project parties regarding plans and goals.
• Supervise, mentor, and support the development of direct reports.

Infrastructure and Public Realm Scope

The scope of work for this role encompasses critical site-wide infrastructure and will expand to include Public Realm elements:

• Earthworks
• Underground utilities, including potable water, electricity, storm water, district cooling, and sewerage.
• Utility buildings, pump/lift stations, and other associated utility structures.
• Site entrances and connections to expressways.
• Construction of both permanent and temporary access roads.
• Hard and soft landscaping, street furniture, wayfinding, signage, and lighting for Public Realm areas.
• Other associated scopes of work as required.

Required Experience and Skills

• A minimum of 5 to 10 years of relevant experience in managing large-scale infrastructure projects.
• Demonstrated ability to manage project scope from design constructability through execution.
• Proven experience in overseeing construction activities and ensuring compliance with project standards and regulatory requirements.
• Strong understanding of safety, quality, and environmental requirements in construction.
• Excellent communication and interpersonal skills, with the ability to foster a positive work environment among clients, contractors, and stakeholders throughout the project lifecycle.
• Experience in supervising, mentoring, and developing direct reports.
