About Bechtel and World Expo 2030 Riyadh

Bechtel is engaged to provide a full range of project management services for the delivery of this transformative project.

Role Summary: Package Manager, Infrastructure

The Package Manager EXPO (Infrastructure) is responsible for the successful planning, execution, and delivery of site-wide infrastructure for the World Expo 2030 Riyadh. This full-time role in Riyadh involves overseeing critical elements such as earthworks, underground utilities (potable water, electricity, storm water, district cooling, sewerage), utility buildings, pump/lift stations, site entrances, and connections to expressways, as well as the construction of permanent and temporary access roads. The role will also expand to include the delivery of Public Realm works, encompassing hard and soft landscaping, street furniture, wayfinding, signage, and lighting. The Package Manager reports to the Delivery Director and collaborates closely with other Package Managers, Construction Managers, and various internal and external stakeholders to ensure timely and cost-effective project delivery.

Key Responsibilities

  • Assist in preparing procurement strategies and developing scopes of work for various packages.
  • Support the technical evaluation of Contractors during the tendering process.
  • Develop and maintain detailed plans for the delivery of all site preparation packages.
  • Oversee the construction of all work packages, ensuring adherence to project schedules and budgets.
  • Monitor site activities to ensure compliance with safety, quality, and environmental requirements.
  • Liaise with internal and external stakeholders to facilitate work delivery.
  • Manage the project team, subcontractors, and third parties to meet delivery schedules and ensure smooth handover.
  • Manage all aspects of the project scope, from design constructability and interfaces to execution.
  • Ensure the implementation and compliance of plans and procedures for engineering, procurement, and construction activities, including local and national regulatory codes, ES&H, and quality standards.
  • Arrange for the overall execution of works, meeting compliance, contractual, and customer requirements.
  • Foster a positive project work environment through leadership, promoting openness, trust, communication, teamwork, empowerment, innovation, and satisfaction.
  • Communicate effectively with staff, supervisors, and other project parties regarding plans and goals.
  • Supervise, mentor, and support the professional development of direct reports.
  • Maintain positive working relationships with the Client, Contractors, and other stakeholders throughout the project lifecycle.

Qualifications and Experience

  • A recognized Bachelor’s or Master’s degree (or equivalent) in Civil, Mechanical, or Electrical Engineering.
  • Minimum of 20 years of overall experience in project delivery.
  • At least 7-10 years in a management role.
  • A minimum of 5 years working as a Project Manager delivering large infrastructure projects within a Contractor, Client, and/or PMC organization.
  • Demonstrated Client and/or PMC experience is required.
  • Experience in delivering large urban infrastructure projects or large civil engineering projects, including Public Realm works.
  • Proven experience in managing a multi-disciplinary delivery team.
  • Demonstrated delivery experience in a fast-paced environment with multiple interfaces.
  • Prior work experience in Saudi Arabia (KSA), the Middle East, or the GCC region is required.
