About the Role

FNRCO is seeking an experienced Procurement Delivery Manager to join our team in Riyadh, Saudi Arabia. This full-time role involves leading end-to-end procurement activities, from initial requirement definition through contract award and subsequent handover. The manager will provide leadership across various stages of the procurement lifecycle.

Role Overview

The Procurement Delivery Manager will oversee and guide procurement and sourcing planning, tender documentation, bidder communications, and evaluation processes. This includes managing technical and commercial assessments, preparing award recommendations, and ensuring effective contract formation and mobilization. The role also encompasses procurement governance and reporting.

Key Responsibilities

Lead the development of procurement and sourcing plans.
Lead the preparation of Expression of Interest (EOI), Pre-Qualification Questionnaire (PQQ), and Request for Proposal (RFP) documentation.
Manage tender schedules and communications with bidders.
Coordinate clarification responses and evaluation activities.
Lead and oversee technical and commercial assessments.
Prepare and oversee award recommendations and approval papers.
Lead and oversee contract formation and mobilization activities.
Oversee procurement trackers, approval logs, decision records, procurement records, and audit trails.
Provide procurement governance and reporting support as required.

Qualifications and Experience

A minimum of 10 years of experience in procurement and delivery management.
Demonstrated experience in leading end-to-end procurement processes.
Proven ability to manage tender documentation, bidder communications, and evaluation activities.
Experience with contract formation, mobilization, and procurement governance.

Work Environment

This is a full-time position based in Riyadh, Saudi Arabia. The role requires a professional who can operate effectively within a structured procurement framework and contribute to the company's operational excellence.
