About the Role

ECEC East Consulting Engineering Company is seeking a qualified Safety Engineer to join the construction supervision team for a residential villas project in Riyadh, Saudi Arabia. This full-time role involves monitoring and enforcing contractor compliance with project HSE requirements, local regulations, and international best practices to ensure a safe working environment across all construction areas.

Key Responsibilities

  • Review, evaluate, and approve contractors' HSE plans, method statements, risk assessments, and job safety analyses (JSAs) to ensure adequate hazard identification and control measures.
  • Conduct daily site safety inspections and audits across active construction areas, identifying unsafe acts, unsafe conditions, and environmental risks, and ensuring prompt corrective actions.
  • Monitor contractor and subcontractor safety performance against project KPIs and HSE objectives, verifying that all personnel are trained and competent for their roles.
  • Oversee high-risk activities such as excavation, working at height, scaffolding, lifting operations, and electrical work, ensuring proper implementation of permit-to-work systems.
  • Participate in incident, accident, and near-miss investigations, conducting root cause analysis and ensuring effective corrective and preventive measures are implemented.
  • Conduct safety inductions, toolbox talks, and awareness sessions for contractors and site staff to promote a positive safety culture.
  • Support emergency response planning and drills, including fire evacuation, heat stress management, and first aid response, and verify communication of procedures.
  • Prepare HSE inspection reports, observation reports, non-conformance reports, and monthly performance summaries, maintaining comprehensive safety records.
  • Ensure full compliance with Saudi Arabian health, safety, and environmental regulations, including MHRSD, Saudi Building Code (SBC), and Civil Defense requirements.
  • Liaise with client representatives, contractors, and regulatory authorities on all HSE-related matters and attend relevant meetings.

Qualifications and Experience

  • Bachelor's degree in Engineering, Occupational Health & Safety, Environmental Engineering, or a related discipline.
  • Minimum of 10 years of HSE experience in construction, with specific experience in residential building or villa construction projects. Experience in an HSE function on construction supervision projects is preferred.
  • Demonstrated experience working on projects within Saudi Arabia (KSA), with strong knowledge of local HSE regulations and authority requirements.
  • NEBOSH IGC, OSHA, IOSH, or equivalent HSE certification.
  • Strong understanding of risk assessment methodologies, hazard identification techniques, and construction safety best practices, including permit-to-work systems, JSA development, and incident investigation procedures.
  • Fluent in English (written and spoken). Arabic language skills are highly advantageous.
  • Proficiency in Microsoft Office applications and HSE reporting systems, with strong report writing and communication skills.

Preferred Qualifications

  • Saudi Council of Engineers (SCE) registration or eligibility.
  • Additional certifications in incident investigation, risk assessment, or auditing.
  • Experience with ISO 45001 or similar HSE management systems.

Work Environment

This is a full-time position based in Riyadh, Saudi Arabia, working as part of a construction supervision team on a residential villas project.
