About the Opportunity

Parsons Corporation is seeking a Senior Project Control Engineer/Specialist to join our team in Riyadh, Saudi Arabia. This full-time role is specifically for Saudi Nationals and involves providing specialized expertise in project and cost control for various initiatives. The successful candidate will contribute to the effective management and forecasting of project status and financial performance within a dynamic environment.

Role Overview

This position plays a critical role in ensuring project success through robust control mechanisms. The Senior Project Control Engineer/Specialist will be responsible for establishing, monitoring, and reporting on project baselines, costs, and schedules. This involves close coordination with project teams and other departments to maintain financial visibility and support strategic decision-making throughout the project lifecycle.

Key Responsibilities

• Provide guidance, direction, and specialized assistance for the resolution of complex project control and cost control problems.
• Analyze, evaluate, and forecast status against an established baseline schedule.
• Set up a baseline budget for resources, revenue, and cost using an appropriate Work Breakdown Structure (WBS) in coordination with the Project Manager.
• Analyze, evaluate, forecast, and report about cost status against the established baseline in collaboration with the planning team.
• Prepare and update various weekly and monthly cost tracking reports.
• Establish resource, revenue, and cost projections for projects in coordination with project teams.
• Perform variance analysis against baseline projections and initiate or recommend corrective actions.
• Utilize historical data and trends to maintain a realistic basis for future planning and forecasting.
• Monitor and track project progress and perform Earned Value Management, including calculation and reporting of EV, EAC, and ETC to assess performance and forecast final project cost.
• Participate in monthly and quarterly reviews and support the project team in explaining variances and justifications.
• Support the Project Director in reviewing and finalizing the business plan.
• Complete performance reviews for direct reports and support personnel development.
• Customize project control systems to meet specific project requirements.
• Coordinate with other departments to ensure that all costs are properly charged to jobs and that the project cost control function has full visibility.
• Develop and maintain schedules for construction and design projects.
• Support the Billing and Collection process, from preparing invoices to coordinating with other stakeholders for timely collection.
• Prepare multiple Trackers / Logs to monitor cost-related information and issues.
• Supervise and mentor Project Controls engineers when required.
• Perform other responsibilities associated with this position as may be appropriate.

Qualifications and Experience

• Bachelor's degree in Engineering or Finance.
• 5-10 years of experience in construction, design, or other related projects.
