Cyber Security Manager

About the Role

The اللجنة الوطنية لرعاية السجناء والمفرج عنهم وأسرهم is seeking a Cyber Security Manager to lead the development and implementation of robust security policies, controls, and standards. This full-time position is based in Riyadh, Saudi Arabia, and involves safeguarding the organization's technical infrastructure, systems, and data against cyber risks while ensuring compliance with national regulatory frameworks.

Key Responsibilities

The Cyber Security Manager will oversee both administrative and technical aspects of cybersecurity. This includes contributing to strategic planning, ensuring operational excellence, and managing the team, alongside developing and executing cybersecurity policies and managing incident response.

Administrative and Supervisory Duties

• Contribute to setting strategic plans, operational goals, and KPIs for the department, and continuously track performance.
• Guide the team towards operational excellence, enhancing service quality, accuracy, and efficiency.
• Recommend workflow improvements and ensure all approved policies, procedures, and systems are documented and strictly followed.
• Evaluate staff performance, identify training needs, recommend targeted programs, and monitor their effectiveness.
• Estimate and provide necessary resources, tools, and technologies for daily operations, ensuring optimal utilization.
• Collaborate in drafting the departmental budget and monitoring financial performance.
• Identify talent requirements and provide HR recommendations regarding promotions, transfers, and rewards.
• Foster effective communication channels within the team and keep staff informed of key updates and decisions.
• Organize and maintain departmental documentation for seamless retrieval.
• Identify and coordinate the provision of administrative and technical resources.

Technical and Specialized Duties

• Supervise the development and execution of cybersecurity policies, standards, and procedures in alignment with national frameworks.
• Oversee technical infrastructure, systems, and applications to detect cyber threats and breaches, taking immediate remediation actions.
• Manage Identity and Access Management (IAM), enforcing the Principle of Least Privilege (PoLP).
• Oversee penetration testing, regular cyber risk assessments, and mitigation planning.
• Lead incident response management, coordinating containment, root-cause analysis, and lessons learned.
• Promote a strong cybersecurity culture among employees through continuous training and awareness campaigns.
• Monitor compliance with regulatory requirements and report periodically on adherence levels.
• Coordinate with General Departments of Data and IT to ensure best practices in data protection, business continuity, and disaster recovery.
• Perform other related tasks as assigned.

Qualifications and Requirements

• Bachelor’s degree in Cybersecurity, Computer Science, Information Security, or a related field.
• Minimum of 5 years of relevant experience in cybersecurity.
