Executive Director, Project Delivery (Residential)

Our client, a major development organization, is seeking an Executive Director of Project Delivery (Residential) to lead the execution of a substantial residential portfolio in Riyadh, Saudi Arabia. This full-time role involves overseeing a program spanning villas, townhouses, apartments, luxury residences, and palaces, with approximately 17,000 homes planned for delivery by 2030.

Role Context and Portfolio Scope

This is a senior client-side appointment focused on regional residential leadership. The successful candidate will operate across multiple developments, rather than managing a single site, combining deep construction knowledge with portfolio oversight, executive stakeholder management, procurement strategy, and delivery governance. Individual projects within this portfolio carry construction values measured in the billions of Saudi riyals.

Key Responsibilities

Reporting to the Head of Delivery, the Executive Director will be responsible for a significant section of the residential portfolio, leading an established team across several live and planned projects. Core responsibilities include:

• Leading the delivery of multiple large-scale residential developments.
• Establishing portfolio-wide delivery strategies, standards, processes, and controls.
• Overseeing procurement, tendering, contracting, and packaging strategies.
• Reviewing project readiness and constructability prior to mobilisation.
• Ensuring effective coordination among development, design, commercial, procurement, construction, and operations teams.
• Monitoring programme, cost, quality, safety, and delivery risk across the portfolio.
• Challenging project assumptions and identifying practical delivery solutions.
• Managing major contractors, consultants, delivery partners, and government stakeholders.

The role requires the ability to navigate comfortably between portfolio-level decisions and the practical realities of construction delivery; it is not a site-based project management position.

Candidate Profile and Requirements

Candidates should possess over 10 years of experience in residential project delivery, demonstrating leadership in complex, large-scale environments. This role is suited for a strong Senior Director or an early-stage Executive Director prepared to assume broader portfolio responsibility within a major client-side development organization.

The Opportunity

This appointment offers responsibility for a critical part of one of the largest residential delivery programmes currently underway in Saudi Arabia. The Executive Director will inherit an existing team and play a central role in shaping the procurement, governance, and delivery of a multi-project residential portfolio. The position involves substantial scale, complex stakeholder environments, and regular exposure to senior leadership.
