Job Summary

The HC Hub is seeking an experienced Human Resources Manager to lead the HR function for a growing Facilities Management organization in Riyadh, Saudi Arabia. This full-time role involves overseeing comprehensive HR operations, including workforce planning, recruitment, employee relations, and compliance, while providing support to management and operational sites.

Role Overview

The Human Resources Manager will be responsible for the strategic and operational management of HR activities, ensuring alignment with business objectives and adherence to Saudi Labor Law. The position requires a professional with a strong background in managing HR within manpower-intensive industries, particularly in a multi-national and site-based workforce environment.

Key Responsibilities

  • Develop and implement HR policies, procedures, and practices that align with business objectives.
  • Manage the entire employee lifecycle, from recruitment and onboarding to performance management and separation.
  • Create manpower plans and ensure timely fulfillment of workforce requirements across various FM projects and sites.
  • Oversee high-volume recruitment for both operational and management positions.
  • Support the mobilization of new FM contracts and ensure efficient employee deployment.
  • Ensure full compliance with Saudi Labor Law and all applicable HR regulations.
  • Monitor and manage Saudization/localization requirements and related HR initiatives.
  • Handle employee relations, including grievances, disciplinary matters, investigations, and workplace conflicts.
  • Supervise attendance, leave, payroll inputs, employee records, and HR administration in coordination with Finance and Operations.
  • Collaborate with Operations and site management to resolve workforce-related issues and maintain employee stability.
  • Monitor key HR performance indicators such as employee turnover, absenteeism, and manpower levels.
  • Lead performance management processes and identify training and development needs.
  • Prepare regular HR reports and provide management with recommendations on workforce and HR matters.
  • Ensure HR processes and documentation are accurate, efficient, and compliant.

Qualifications and Experience

  • Bachelor's degree in HR, Business Administration, or a related field.
  • A minimum of 8 years of HR experience within Saudi Arabia.
  • Mandatory experience in Facilities Management, Construction, Contracting, or another manpower-intensive industry.
  • Strong knowledge of Saudi Labor Law and HR practices.
  • Proven experience managing large, multi-national, and site-based workforces.
  • Demonstrated experience in high-volume recruitment, manpower planning, and project mobilization.
  • Good understanding of Saudization/localization requirements.

Required Skills

  • Strong employee relations, communication, leadership, and problem-solving skills.
  • Proficiency in MS Office and HR systems.
