Solaiman A. The Project: Riyadh Heritage Development

This role is based on a prestigious heritage project in Riyadh, a key part of Saudi Arabia's Vision 2030 initiative, targeting Gold LEED certification. The development encompasses mixed-use buildings, academies, a traditional Najdi-style local mosque, a digital art museum, and a unique mud-brick cinema with underground parking. This project integrates state-of-the-art facilities with traditional design elements, embodying cultural authenticity and modern sustainability goals.

The Role: MEP Inspector

SAK Engineering Consultant is seeking an experienced MEP Inspector for a full-time, site-based quality control role in Riyadh, Saudi Arabia. The MEP Inspector is responsible for verifying that Mechanical, Electrical, Plumbing, and Fire & Life Safety (FLS) installations are executed in strict accordance with approved design drawings, technical specifications, method statements, and quality standards. This position requires 5-10 years of experience in a similar capacity.

Key Responsibilities

  • Inspect HVAC installations, including duct alignment, support spacing, vibration isolators, and insulation thickness.
  • Monitor chilled water systems, focusing on pipe slopes, valve orientation, welding quality, and insulation continuity.
  • Review the installation of valves, strainers, pumps, and piping accessories against approved submittals.
  • Inspect fire protection systems, including pump room layout, hydrant connections, hose reels, and control panels.
  • Witness mechanical system tests such as pressure testing, leakage testing, flushing, balancing, and TAB reports.
  • Inspect electrical installations, including conduit routing, cable tray installation and fill ratios, cable laying, segregation of LV/ELV circuits, labeling, and terminations.
  • Witness electrical tests, including insulation resistance (megger), continuity, earth loop impedance, and loop checks.
  • Oversee the installation of switchgear, MDBs, SMDBs, distribution boards, and associated panels.
  • Check the functional operation of emergency lighting, exit signage, fire alarm systems, and ELV systems (BMS, security, ICT, access control, PA, CCTV).
  • Ensure compliance with manufacturers' installation manuals, approved method statements, and project specifications across all MEP works.
  • Coordinate clearances and interfaces with structural, architectural, and other MEP disciplines to prevent conflicts and rework.
  • Adhere to the project Inspection & Test Plan (ITP), verifying inspection stages and hold points before progressing works.
  • Raise and process Work Inspection Requests (WIR) and Material Inspection Requests (MIR) in a timely manner.
  • Document and escalate deviations through Non-Conformance Reports (NCR) and Site Observation Reports (SOR), and follow through on corrective actions.
  • Prepare Daily Site Reports detailing manpower, equipment, weather conditions, and progress of MEP works.
  • Conduct snagging and de-snagging inspections and support handover and final acceptance activities.
  • Assist in the verification of As-Built drawings against actual site conditions.
  • Provide input to CSC Daily, Weekly, and Monthly progress reports.
  • Review and verify the Contractor's Progress Reports and percentage progress claimed in the Contractor's Interim Payment Applications (IPA).

Qualifications and Experience

  • 5-10 years of experience in MEP inspection or a similar quality control role, preferably on large-scale construction projects.
  • Meticulous attention to detail and strong observational skills.
  • Sound technical knowledge of MEP systems and installations.
  • Effective written and verbal communication skills.
  • Ability to work collaboratively with contractors and multidisciplinary Construction Supervision Consultant (CSC) teams.
  • Sound judgment in identifying, documenting, and escalating non-conformances.
  • Proficiency in MS Office and inspection/QA-QC tracking systems.
  • Familiarity with CAD or BIM tools is considered a plus.

Work Environment and Reporting

This is a site-based position within the Construction Supervision Consultant (CSC) team, comprising over 80 site professionals. The MEP Inspector reports directly to the MEP Resident Engineer and supports the wider CSC team in monitoring the Contractor's day-to-day MEP works. The role requires discipline to enforce compliance with project quality, safety, and LEED sustainability requirements on this landmark heritage development.
