About the Role

Norconsult Telematics is seeking a Program Manager (MPLS/DWDM Core Network) to lead the end-to-end delivery of a critical Core Network programme for the Silk Link Project. This full-time position is based in Riyadh, Saudi Arabia, and requires extensive experience in large-scale telecommunications project management.

Programme Scope and Accountability

The Program Manager will oversee all design, procurement, implementation, testing, and commissioning activities related to IP/MPLS network architecture, including routing protocols (BGP, OSPF, IS-IS), MPLS VPN services, traffic engineering, and network resiliency principles. The scope also encompasses DWDM/Optical Transport Networks, covering OTN, ROADM, optical protection mechanisms, capacity planning, and transport network architecture. This role is accountable for programme planning, resource management, stakeholder coordination, risk governance, and ensuring timely, budget-compliant delivery aligned with contractual commitments.

Key Responsibilities

  • Develop and maintain the master programme plan, milestones, roadmap, and Work Breakdown Structure (WBS).
  • Establish governance structures, reporting frameworks, and escalation procedures, ensuring alignment with the overall Silk Link Project delivery schedule.
  • Manage delivery across design, procurement, implementation, integration, and commissioning phases, tracking milestones and driving corrective actions for deviations.
  • Coordinate cross-functional teams and manage dependencies and integration points between Core Network and other workstreams.
  • Identify, assess, and proactively manage risks, issues, and change requests, including maintaining risk registers, issue logs, and mitigation action trackers.
  • Oversee vendor performance, Service Level Agreement (SLA) compliance, and manage change orders, scope variations, and commercial impact assessments.
  • Define and enforce quality assurance processes, design review gates, and delivery checkpoints, and prepare programme status reports, dashboards, and executive summaries.

Stakeholder and Resource Management

  • Serve as the primary point of contact for clients, vendors, subcontractors, and senior stakeholders.
  • Lead status review meetings, steering committee sessions, and executive briefings, while managing stakeholder expectations and communication plans.
  • Manage resource planning, team assignments, cross-workstream capacity allocation, and monitor budget, track expenditures, and manage forecasts.

Required Experience

  • A minimum of 15 years of experience in telecom programme or project management.
  • At least 5 years in senior programme management overseeing large-scale telecom delivery.

Technical and Leadership Capabilities

  • Strong knowledge of carrier-grade IP/MPLS, BGP, OSPF, IS-IS, MPLS VPN, traffic engineering, and network resiliency.
  • Solid understanding of DWDM, OTN, ROADM, and optical transport network architecture.
  • Knowledge of Internet Gateway architecture, including BGP policies, CGNAT, DNS, and DDoS protection.
  • Experience managing multi-domain integration across IP/MPLS, DWDM, OSS/BSS, and third-party systems.
  • Ability to govern High-Level Design (HLD), Low-Level Design (LLD), integration strategies, and technical solution proposals.
  • Experience in RFI/RFP/RFQ evaluation and vendor technical assessments.
  • Demonstrated senior programme leadership and decision-making at an enterprise level.
  • Proven skills in cross-functional team coordination, stakeholder relationship management, conflict resolution, negotiation, and executive communication.
  • Understanding of SDN/NFV and network automation is an advantage.
