About the Opportunity

Parsons Corporation is seeking a Road Engineer to join its team in Riyadh, Riyadh, Saudi Arabia. This full-time position is critical for providing technical engineering support across various road and pavement infrastructure projects. The role focuses on ensuring that all roadworks align with approved designs, specifications, and client expectations.

Role Overview

The Road Engineer will be responsible for providing comprehensive technical engineering support throughout the lifecycle of road and pavement infrastructure projects, from design and construction to inspection, testing, and handover. This includes ensuring all roadworks are executed in strict adherence to approved designs, specifications, applicable standards, authority requirements, and client expectations. The role requires close coordination with multidisciplinary teams, including Civil, Geotechnical, Survey, Utilities, Structural, Traffic, Drainage, Quality, HSE, Planning, Contractors, Consultants, and Airport Operations.

Key Responsibilities

• Review and coordinate road engineering activities, including IFC drawings, layouts, profiles, cross-sections, specifications, and design calculations.
• Provide technical support for various road types (access, service, internal, airport-side, landside) and associated infrastructure.
• Review horizontal and vertical road alignments, pavement designs, material specifications, and construction requirements.
• Coordinate road design interfaces with drainage, utilities, earthworks, structures, lighting, signage, and landscaping systems.
• Review contractor submissions, including shop drawings, method statements, and material submittals, verifying proposed construction materials.
• Monitor road construction activities, including earthworks, grading, subgrade preparation, compaction, paving, kerbs, and road markings.
• Conduct site inspections to verify construction against approved drawings and specifications, monitoring earthworks and formation levels for compliance.
• Review and witness various test results, including soil classification, compaction, CBR, field density, aggregate testing, pavement material tests, and asphalt mix designs.
• Coordinate with Quality teams for roadwork inspections and testing, ensuring Inspection & Test Plans (ITPs) are implemented.
• Identify construction deficiencies, non-conforming works, and potential pavement performance issues, supporting resolution of NCRs, RFIs, and technical queries.
• Coordinate with Geotechnical, Utility, Survey, and Traffic Engineers to ensure compatibility and compliance across all project elements.
• Review road signage, pavement markings, kerbs, barriers, bollards, and other associated road infrastructure.
• Support coordination of roads and pavements with airfield infrastructure and airport operational requirements, where applicable.
• Monitor construction progress, identify technical issues impacting schedule, and participate in technical meetings.
• Prepare technical reports, inspection records, and engineering progress updates.
• Review and verify as-built drawings, survey records, test certificates, material documentation, and handover dossiers, supporting final inspection and handover.
• Ensure compliance with applicable AASHTO, ASTM, BS, EN, Saudi Building Code, MOT/Municipality requirements, airport standards, and project specifications.
• Provide technical guidance to junior engineers and site teams, and support value engineering and constructability reviews.

Qualifications and Experience

• Education: Bachelor’s degree in Civil Engineering or a related discipline.
• Experience: 5 to 10 years of relevant experience in road, highway, pavement, or infrastructure engineering.
• Proven experience on major airport, infrastructure, highway, roads, or large-scale development projects.
• Strong knowledge of road construction, pavement systems, earthworks, drainage, and road materials.
• Experience in construction supervision, technical review, inspection, and contractor coordination.
• Preferred Qualifications:
• Airport / airfield road and pavement experience.
• Professional Engineering certification.
• Pavement / Highway Engineering certification.
• AASHTO / ASTM / pavement materials training.
• PMP or equivalent project management training.
• AutoCAD Civil 3D certification/training.
• Relevant HSE certification.
