About the Section Manager, HSE - Low Voltage Role
alfanar is seeking a dedicated Section Manager, HSE - Low Voltage to oversee Health, Safety, and Environment initiatives within their assigned section in Riyadh. This full-time position requires an experienced professional to ensure a safe working environment and compliance with all regulatory and company standards. The role involves a blend of policy implementation, risk management, resource coordination, and continuous improvement efforts.
Core Responsibilities
The Section Manager will be responsible for implementing and monitoring HSE policies and procedures within their section, ensuring alignment with organizational standards. This includes supporting the review and application of control procedures, identifying deviations, and recommending preventive measures. The role also involves maintaining relevant HSE documentation, such as audit reports and meeting minutes specific to the section.
Risk Management and Compliance Oversight
A key aspect of this role is conducting risk assessments for daily operations and ensuring practices adhere to legal and internal HSE requirements. The Section Manager will identify section-specific hazards, coordinate emergency preparedness plans, and oversee relevant training. Monitoring and analyzing incident and near-miss data to identify trends and support corrective actions is also crucial. The role requires submitting section HSE performance reports and ensuring timely documentation of compliance status.
Resource Management and Performance Tracking
This position involves coordinating with HSE management to ensure the availability of necessary tools, equipment, and Personal Protective Equipment (PPE) for safe operations. The Section Manager will manage HSE-related activities and initiatives within the section's scope, ensuring effective resource utilization. Contributing to the development of annual section-level HSE targets and Key Performance Indicators (KPIs), and tracking their performance, are integral to the role.
Training, Communication, and Team Development
The Section Manager will organize and supervise regular safety training and toolbox talks for section staff, ensuring effective communication of safety procedures and updates. Supporting the execution of corporate health and safety plans and promoting a culture of safety awareness are essential. The role also includes ensuring compliance with statutory training requirements, approving and monitoring certified safety training plans, and ensuring emergency response teams are certified. Reviewing audit findings related to training and ensuring the closure of identified gaps is also a responsibility.
Furthermore, the role requires the ability to recruit, recognize, and cultivate high performers, while also identifying and guiding low performers. Treating subordinates equally and assessing performance based on planned results are key HR competencies. Ensuring the availability of a delegation of authority matrix is also expected.
Qualifications and Experience
Candidates for this position should possess a Bachelor's degree in Electrical Engineering. A minimum of 6 to 10 years of relevant experience is required. The successful candidate must take full responsibility for their operations, anticipate problems, and make timely, proper decisions to prevent them. They should be able to deliver required results in a timely manner with the required quality and cost, and make a tangible difference in their area of operation, exceeding business expectations.
The role also requires the ability to transform corporate goals into business plans, monitor plan performance, and initiate actions for improvement. Budget and expense control to achieve optimum cost efficiency is expected. Developing the organizational structure, ensuring job descriptions are available, and improving business processes through well-defined systems and automation opportunities are also part of the responsibilities. Adaptability to new techniques, technologies, and business models is essential, with a strong emphasis on quality as a competitive advantage.
