About the Role

Parsons Corporation is seeking a Senior HSE Coordinator to join its team in Riyadh. This full-time role is central to supporting the implementation, coordination, and monitoring of the project’s Health, Safety & Environmental (HSE) management system across all construction and project activities. The Senior HSE Coordinator will collaborate with various project stakeholders to ensure operations are executed safely and in full compliance with project HSE requirements, applicable Saudi regulations, client standards, and international best practices.

Key Responsibilities

  • Coordinate day-to-day HSE activities across assigned project areas and work packages.
  • Support the implementation and continuous improvement of the Project HSE Management Plan.
  • Conduct regular site inspections, safety walks, and HSE compliance audits, identifying unsafe conditions, acts, hazards, and potential environmental impacts.
  • Monitor construction activities to ensure compliance with approved Risk Assessments, Method Statements, and HSE procedures, and review HSE input for various work documents.
  • Ensure appropriate corrective and preventive actions are implemented and tracked to closure, including those from incident investigations and HSE observations.
  • Monitor compliance with Permit to Work (PTW) requirements and coordinate control of high-risk activities such as Work at Height, Lifting Operations, Excavation & Trenching, Confined Space Entry, Hot Work, Electrical Works, Temporary Works, Heavy Equipment Operations, Traffic & Vehicle Movements, and Demolition.
  • Support the implementation of Construction HSE Plans and Safe Systems of Work, and coordinate daily/weekly HSE briefings, toolbox talks, and safety awareness activities.
  • Participate in contractor HSE meetings, monitor contractor HSE performance, and review their plans, procedures, risk assessments, and competency documentation.
  • Prepare and consolidate daily, weekly, and monthly HSE reports, tracking KPIs, leading/lagging indicators, safety observations, inspections, audits, incidents, near misses, and corrective actions.
  • Support incident investigations, root cause analysis, and the development of corrective/preventive actions.
  • Coordinate emergency preparedness and response activities, including drills, exercises, evacuation arrangements, and verification of emergency infrastructure.
  • Liaise with Airport Operations and Security regarding HSE requirements within airside, landside, restricted, and operational areas, ensuring compliance with airport-specific safety and access requirements.
  • Monitor construction traffic, logistics, lifting operations, and support inspection of safety-critical equipment like cranes, scaffolding, and access equipment.
  • Monitor environmental requirements, including waste management, dust control, noise, spill prevention, pollution control, and the appropriate storage/handling of hazardous materials.
  • Support HSE audits conducted by clients, consultants, authorities, or third parties, tracking findings and ensuring timely closure of corrective actions.
  • Maintain accurate HSE records, registers, permits, inspection reports, and supporting documentation.
  • Monitor workforce competency, training, and required HSE certifications, coordinating HSE induction programs for all personnel.
  • Support behavioral safety initiatives, identify HSE trends, and provide recommendations for performance improvement.
  • Participate in HSE risk workshops, provide input into project risk registers, and coordinate with Quality teams where requirements overlap.
  • Escalate significant HSE risks and non-compliances to the HSE Manager and Project Management, and mentor junior HSE personnel.

Qualifications and Experience

  • Bachelor’s degree or diploma in Engineering, Occupational Health & Safety, Environmental Science, or a related discipline.
  • A minimum of 5 years of relevant HSE experience in construction, infrastructure, aviation, or major development projects.
  • Proven experience working on major airport, infrastructure, transportation, or large-scale construction projects.
  • Strong knowledge of construction HSE requirements, risk management, Saudi HSE regulations, and client-specific requirements.
  • Experience coordinating HSE activities across multiple contractors and work packages.
  • Airport / airside HSE experience is highly preferred.

Preferred Certifications

  • NEBOSH IGC, ISO 45001 Internal Auditor / Lead Auditor, First Aid / CPR.
  • IOSH Managing Safely, OSHA certification/training, ISO 14001 awareness/certification.
  • Fire Safety / Emergency Response training, and relevant Airport / Airside Safety training.
