About Tarshid and the Role

Tarshid - National Energy Services Company (ترشيد) is seeking a Senior Project Development Manager to join its team. This full-time position, based in Riyadh, is integral to the company's mission of expanding its energy efficiency project portfolio across the Kingdom.

Role Purpose

The Senior Project Development Manager is responsible for identifying, evaluating, and initiating new projects for Tarshid. This involves comprehensive engagement with beneficiary entities and external stakeholders, alongside coordinating essential data collection and analysis. The role also provides crucial support to the procurement and contracting processes, including Request for Proposal (RFP) stages.

Core Responsibilities

The primary duties of this role include:

• Sourcing and scoping potential projects for Tarshid.
• Engaging with beneficiary entities and external stakeholders to foster project opportunities.
• Coordinating data collection and analysis with both internal and external units.
• Supporting the procurement and contracting process, specifically during the RFP phase.
• Maintaining strict confidentiality regarding all work-related matters and information.

Project Development and Execution Activities

Specific activities central to this role involve:

• Building government building databases and prioritizing potential projects.
• Coordinating with the Finance department to secure project funding.
• Overseeing the drafting and signing of contracts in cooperation with the Contracts Administrator and Legal Counsel.
• Providing support to the contracting and procurement process (RFP), in coordination with the Super-ESCO project management division.
• Initiating contact and liaising with government entities at the facility manager level to launch projects.
• Building and nurturing relationships with external stakeholders, maintaining accurate contact information, and continuously tracking relevant updates and news.
• Conducting or outsourcing walkthrough audits for shortlisted buildings to establish preliminary project feasibility.
• Contributing to the development of Super-ESCO’s business plans, encompassing project activity levels, proposed project activity budgets, and project timelines.

Experience and Qualifications

The ideal candidate will possess 5 to 10 years of professional experience in project development, energy services, or a related field. A proven track record in stakeholder engagement, procurement support, and project feasibility assessment is essential for success in this role.
