About the Opportunity

Bechtel Corporation is seeking a Senior Quality Specialist to join its team in Riyadh, Saudi Arabia. This full-time role involves leading the implementation and audit activities of the project quality program for a significant airport development.

The King Salman International Airport Project

Saudi Arabian Bechtel Company has been appointed to provide project management consultancy (PMC) services for the development of the King Salman International Airport in Riyadh. This state-of-the-art international airport is projected to serve up to 120 million travelers by 2030 and 185 million travelers by 2050, with a capacity to process up to million tons of cargo by 2050. The project scope includes three new terminals: Terminal 6 (a new build ‘low cost carrier’ terminal of approximately 450,000m2), an Iconic Terminal (a new build ‘new concept’ terminal of approximately 1M m2), and a Private Aviation Terminal with hangars for VIPs and business jet passengers.

Role Summary

The Senior Quality Specialist will lead the project's quality program implementation and audit functions. This position requires reviewing contractor Quality Management System (QMS) plans, Inspection and Test Plans (ITPs), and quality procedures. Key responsibilities include monitoring non-conforming conditions, evaluating the sufficiency of corrective actions, and providing recommendations to resolve complex issues and mitigate performance risks.

Key Responsibilities

  • Provide daily support and advice to the project team regarding the implementation of project quality requirements and management system arrangements.
  • Contribute input to Project agreed Key Performance Indicators (KPIs) on a monthly basis.
  • Review contractor submittals, including quality manuals, procedures, Quality Plans, ITPs, and audit schedules.
  • Report weekly and monthly progress to the Quality Manager.
  • Prepare and complete quality audit checklists, and participate in quality audits of corporate and project quality programs/plans, including those of contractors and pre-award assessments of potential suppliers and subcontractors.
  • Assess and monitor project activities related to the quality program/plan, covering engineering, environmental, procurement, construction, testing, operations, and decommissioning.
  • Review and monitor nonconforming conditions and associated corrective actions to ensure quality program effectiveness.
  • Determine applicable quality requirements for inclusion in selected engineering, procurement, and construction documents.
  • Review and report on project-associated quality-related procedures and manuals for conformance to project quality program/plan requirements.
  • Draft quality procedures for review, approval, and issuance in accordance with approved processes.
  • Draft revisions and amendments to corporate and/or project quality programs/plans.
  • Review and report on new or revised regulatory requirements and their impact on the established quality program.
  • Review and determine the sufficiency of corporate and project quality control inspection plans.
  • Analyze and recommend solutions to mitigate performance risk.
  • Follow up on actions taken in response to audit findings to ensure the adequacy of completed corrective actions.
  • Maintain contact with designated client quality personnel to provide status, manage relationships, and execute applicable actions.
  • Provide direction and assign work to quality specialists and other support staff, and review their work.
  • Provide input into the development of standardized metrics and respond to requests for guidance on implementing quality requirements.

Qualifications and Experience

  • A minimum of 5 to 10 years of experience in quality management, preferably within large-scale construction or infrastructure projects.
  • Demonstrated ability to lead the implementation and audit activities of quality programs.
  • Proficiency in reviewing contractor QMS-related plans, ITPs, and quality procedures.
  • Experience in monitoring non-conforming conditions and evaluating corrective actions.
  • Strong analytical skills to assess performance risk and recommend mitigation strategies.

This is a full-time position based in Riyadh, Saudi Arabia, supporting the King Salman International Airport development project.
