The Role: Senior Resources Mobilization & Funding Specialist

The Senior Resources Mobilization & Funding Specialist plays a critical role in supporting the execution of the Organization’s strategic programs. This position involves driving the identification, evaluation, and end-to-end development of high-impact funding opportunities on a global scale. The role combines strategic analysis with relationship management, requiring contributions to financial modeling and the proactive packaging, promotion, and management of diverse fundraising initiatives. By transforming complex programmatic goals into compelling investment cases, the specialist will expand the DCO's funding network, engage strategic donors, and secure essential resources to accelerate digital economy development for its membership.

Key Responsibilities

• Support the development and implementation of operational plans aligned with DCO’s strategic objectives.
• Contribute to the annual budgeting process and monitor fund utilization to ensure financial efficiency and risk mitigation.
• Ensure compliance with established policies and procedures while identifying opportunities for continuous improvement in systems, processes, and productivity.
• Collaborate with Digital Economy Accelerator functions and technical teams to structure programs into fundable opportunities.
• Develop and maintain donor intelligence to assess the feasibility, profitability, and strategic alignment of funding opportunities.
• Conduct due diligence, including financial, legal, and technical assessments, ensuring compliance with regulatory and DCO requirements.
• Lead the preparation of high-quality funding proposals and opportunity packages that clearly articulate value propositions and meet donor expectations.
• Analyze and prioritize opportunities based on financial viability, ecosystem impact, and strategic alignment to support decision-making.
• Manage donor reporting, relationships, and recognition to ensure transparency and fulfillment of commitments.
• Execute fundraising and promotional strategies in collaboration with Outreach and Global Communications teams, including campaigns, events, and digital initiatives.
• Serve as a key point of contact for current and prospective funding partners, supporting negotiations and agreement finalization in coordination with Legal and technical teams.
• Monitor fund allocation and utilization across initiatives and produce transparency and accountability reports.

Required Experience and Qualifications

• A minimum of 5 to 10 years of professional experience in resource mobilization, funding, or a related field.
• Demonstrated experience in strategic analysis, financial modeling, and developing compelling investment cases.
• Proven ability to manage donor relationships, conduct due diligence, and prepare high-quality funding proposals.
• Experience in executing fundraising strategies and collaborating with cross-functional teams.

Work Environment

This is a full-time position based in Riyadh, Saudi Arabia, within an international intergovernmental organization focused on digital economy development.
