About the Role

Parsons Corporation is seeking a Technical Director to provide strategic technical leadership and direction for major airport and infrastructure programs in Riyadh. This full-time role is central to ensuring the successful technical delivery of projects, adhering to client requirements, applicable standards, design intent, program objectives, and project governance.

Role Purpose and Scope

The Technical Director serves as the senior technical interface among the Client, Delivery Partner, designers, contractors, consultants, and other project stakeholders. Responsibilities include providing independent technical oversight, reviewing and challenging design and construction proposals, managing technical risks and interfaces, and ensuring technical decisions support safe, efficient, compliant, and constructible project delivery. The role involves leading across multidisciplinary engineering disciplines and supporting the Client and Programme Leadership Team in resolving complex technical issues and making strategic technical decisions.

Key Responsibilities

Provide overall technical leadership and develop the program's technical management strategy and governance framework.
Establish technical standards, procedures, review processes, and assurance requirements, offering strategic technical advice to leadership.
Act as the senior technical interface with the Client, providing independent advice and reviewing technical proposals from various parties.
Oversee multidisciplinary design activities, establish design review and technical assurance processes, and ensure designs are compliant, constructible, and maintainable.
Lead coordination across Civil, Structural, MEP, Electrical, ICT, Aviation Systems, Infrastructure, Utilities, and other technical disciplines, resolving complex interfaces.
Provide technical oversight of contractors, consultants, and suppliers, reviewing submissions and challenging non-compliant solutions.
Lead the identification and management of technical risks, maintaining a technical risk register and developing mitigation strategies.
Provide technical leadership for design and engineering changes, assessing implications and coordinating with other project functions.
Offer senior technical support during construction, ensuring alignment with approved designs and resolving complex site issues.
Ensure technical solutions for airport and infrastructure systems consider operational requirements, safety, security, and compliance with international and local standards.
Lead technical input into value engineering and optimization initiatives, identifying opportunities for improvement without compromising quality or safety.
Establish and maintain technical governance, chairing review boards, approving technical reports, and providing executive-level reporting.
Lead and manage the Delivery Partner's multidisciplinary technical function, providing direction and mentoring to technical teams.

Qualifications and Experience

Minimum of 20 years of relevant professional experience.
Significant experience in major airport, aviation, infrastructure, transportation, or complex capital programs.
Proven experience in a senior technical leadership role within a Delivery Partner, PMC, Programme Management Consultant, or similar client-facing organization.
Extensive experience managing multidisciplinary engineering and design teams.
Demonstrated experience providing technical oversight and assurance across major projects.
Strong experience working with Clients, designers, consultants, contractors, and specialist suppliers.
Experience with complex airport and infrastructure interfaces is highly desirable.
Professional engineering registration or equivalent professional qualification is preferred.
International project experience is highly desirable.

Work Environment

This role operates within the Delivery Partner organization, collaborating closely with the Client, various project stakeholders, and multidisciplinary engineering teams to ensure the successful execution of large-scale infrastructure programs in Riyadh.
