About the Role

Parsons Corporation is seeking a highly talented Works Manager (Saudi National) to lead all temporary works activities for a significant Airport / Infrastructure / Airfield project in Riyadh, Saudi Arabia. This full-time position requires 5-10 years of experience and involves providing comprehensive technical and managerial leadership. The role ensures the planning, coordination, design review, approval, implementation, inspection, and control of temporary works are safe, structurally adequate, constructible, and compliant with all project requirements.

Project Context and Scope

The Works Manager will oversee temporary works associated with a broad range of infrastructure elements, including airport terminals, airfield infrastructure, roads, utilities, drainage, structures, and external works. This includes specific requirements for runway, taxiway, apron, and airfield construction activities. The role demands careful consideration of temporary access, working platforms, excavation support, and construction staging arrangements suitable for heavy construction equipment, often coordinating around existing operational facilities and live infrastructure.

Key Responsibilities

  • Lead and manage all temporary works activities across the project.
  • Establish and maintain the project Temporary Works Management System and associated procedures.
  • Develop temporary works strategies, design requirements, approval processes, and control procedures.
  • Identify temporary works requirements during planning, design, construction, and sequencing stages.
  • Review and coordinate temporary works design briefs, ensuring appropriate design responsibility is established.
  • Manage the temporary works register and maintain accurate records.
  • Provide technical oversight for temporary structures such as excavation support, access systems, scaffolding, formwork, falsework, shoring, and temporary bridges.
  • Review design calculations, drawings, specifications, assumptions, loading conditions, and construction methodologies.
  • Coordinate temporary works requirements with permanent works design to avoid clashes and ensure compatibility.
  • Coordinate with Construction teams to ensure temporary works are installed in accordance with approved designs.
  • Establish inspection and hold-point requirements for critical temporary works.
  • Monitor temporary works throughout their service period and manage modifications, changes, or deviations from approved designs.
  • Coordinate with HSE teams to identify and manage temporary works-related risks, supporting risk assessments and method statements.
  • Investigate temporary works failures, defects, movement, or unexpected site conditions and coordinate corrective actions.
  • Provide technical guidance and mentoring to Temporary Works Engineers, Coordinators, and site teams.
  • Coordinate with Client, Consultant, Contractors, and specialist temporary works designers.

Temporary Works Management and Assurance

  • Maintain the Temporary Works Register and identify temporary works by risk and criticality.
  • Establish appropriate design review and approval categories based on temporary works risk.
  • Ensure competent designers and independent checkers are appointed for critical temporary works.
  • Establish inspection, monitoring, and permit requirements for high-risk temporary works.
  • Ensure temporary works are clearly identified, controlled, and communicated to site teams.
  • Monitor temporary works condition throughout construction and establish inspection frequencies.
  • Ensure safe dismantling and removal procedures are developed and approved.
  • Maintain comprehensive records of temporary works inspections, approvals, modifications, and closeout.
  • Ensure lessons learned and recurring temporary works issues are captured and incorporated into project procedures.

Required Experience and Qualifications

Candidates for this role should possess 15 years of experience in managing temporary works for large-scale infrastructure projects, with a preference for experience within airport or airfield environments. A strong background in civil engineering or a related field is essential, demonstrating expertise in structural adequacy, constructability, and compliance with project requirements. The ability to lead both technical and managerial aspects of temporary works is critical. This position is open to Saudi Nationals.

This is a full-time position based in Riyadh, Saudi Arabia. The role offers the opportunity to contribute to the successful and safe delivery of a significant airport and infrastructure project.
