This role is part of the BESS Project in KSA, a significant initiative to develop a 500MW/2000MWh BESS plant.

The Role of Quality Manager

Engie is seeking a Quality Manager for a contract position in Al Qassim, Saudi Arabia. This role is integral to the BESS Project, offering involvement across the full project lifecycle from design to operation. The Quality Manager will be responsible for developing, implementing, and leading the Project Quality Management System, ensuring alignment with corporate governance, contractual obligations, applicable codes, standards, and project quality requirements. The position reports to the Construction Director and is based at the Project Site in KSA KHUSHAIBAH.

Key Responsibilities

• Develop and maintain the Project QA Manual, quality objectives, QA/QC procedures, and the overall Project Quality Management System, including internal and external audits.
• Review and approve Quality Control Plans (QCPs), Inspection & Test Plans (ITPs), method statements, and quality documentation from the BESS OEM, BOP Contractor, and subcontractors.
• Develop and implement the project inspection, testing, and audit program covering engineering, procurement, manufacturing, construction, installation, testing, commissioning, and handover.
• Oversee quality activities at manufacturing facilities, third-party inspection locations, and the project site, including FATs, SATs, and material/equipment inspections.
• Ensure the quality of BESS equipment and associated systems, such as battery systems, BESS containers, PCS, MV systems, transformers, EMS/SCADA, HVAC, fire protection, and auxiliary systems.
• Manage NCRs, quality observations, corrective and preventive actions, root cause analysis, punch lists, and quality walk-downs, ensuring timely and traceable close-out.
• Monitor quality KPIs, audit findings, NCR trends, and inspection status, providing regular reports and quality inputs to project management, progress reviews, and risk assessments.
• Ensure all quality deliverables, testing, commissioning records, certificates, and final quality dossiers comply with Project Agreements, technical specifications, applicable standards, and handover requirements.
• Manage quality interfaces between the BESS OEM, BOP Contractor, subcontractors, and vendors, identifying gaps, conflicting responsibilities, and potential quality risks.
• Coordinate with various project teams including Engineering, Construction, Commissioning, Procurement, Contracts, HSE, Project Controls, and Document Control to ensure consistent implementation of project quality requirements.
• Lead and manage a QA/QC team of 6 FTEs, providing coaching, technical guidance, performance management, and continuous improvement initiatives.
• Provide quality leadership during interface and coordination meetings with the BESS OEM, BOP Contractor, subcontractors, Owner’s Engineer, and other stakeholders.
• Support the Construction Director and Project Management Team in resolving significant quality issues, assessing quality risks, and implementing appropriate mitigation and improvement actions.
• Ensure quality requirements are incorporated throughout the complete project lifecycle and support PAC, FAC, final handover, and close-out activities.
• Promote quality awareness, lessons learned, best practices, and continuous improvement across the project, including training and awareness sessions for project personnel and contractors.

Qualifications and Experience

• Over 10 years of experience in quality management roles.
• Demonstrated ability to develop, implement, and lead Project Quality Management Systems.
• Experience in quality assurance and quality control across engineering, procurement, construction, testing, commissioning, and handover phases.
• Strong understanding of corporate governance, contractual obligations, and applicable codes and standards.
• Experience managing and leading a QA/QC team.

Key Relationships

The Quality Manager will interact with various internal and external stakeholders to ensure project quality. Internal relationships include the Project Director and Project Management Team, HSE Manager, Construction & Commissioning Teams, Engineering, Procurement & Document Control Teams, and the Owner’s Engineer. External relationships involve the EPC Contractor and Subcontractors’ Quality Teams, Vendors and Equipment Manufacturers, third-party inspection agencies, and government and certifying authorities for project sign-offs.
