About the Role

Khidmah is seeking a Health and Safety Officer to join our team in Buqayq, Abqaiq. This full-time position is designed for a professional with 0-1 years of experience, responsible for ensuring rigorous adherence to health, safety, and environmental standards across our work sites and operations.

Site Operations and Compliance

The Health and Safety Officer plays a critical role in maintaining a safe working environment and ensuring compliance with all relevant regulations. Key responsibilities include:

  • Ensuring personal safety and the safety of all personnel on work sites, striving towards zero harm to life and property.
  • Verifying that all contractors and site personnel understand and comply with HSE requirements and regulations.
  • Providing adequate information, instructions, supervision, training, and Toolbox Talks (TBT) to Khidmah employees on HSE matters.
  • Reporting daily HSE violations, following up on the implementation of control measures and corrective actions, and recommending disciplinary actions to the QHSE Manager.
  • Being flexible and available on call for emergencies, including work on holidays or outside working hours.
  • Coordinating with Facility Managers/Supervisors and clients to ensure compliance with regulatory requirements and instructions from authorities.
  • Reviewing and approving method statements, risk assessments, and emergency plans, and conducting site-specific risk assessments/job analyses.
  • Reviewing and approving work permits submitted by Khidmah, Khidmah Contractors, and Client Contractors.
  • Developing, implementing, and updating evacuation plans, procedures, and measures.
  • Managing and enforcing pandemic illness protocols.
  • Monitoring, directing, and leading the site team to implement the ‘I see, I fix, I report’ program.
  • Monitoring readiness and response to emergency situations through regularly held and documented drills.
  • Conducting regular safety checks and escalating feedback and emergency issues to the QHSE Manager and Facility Manager.
  • Performing periodic and random HSE inspections as per client requirements and for site HSE improvements.
  • Performing regular site walks and documented checks to ensure cleanliness and hygiene of staff.
  • Reporting functionality issues to the FM team regarding technical equipment such as electrical doors, HV/LV systems, fire protection, HVAC, gas, and access control systems to ensure safe maintenance.
  • Ensuring all operatives wear appropriate Personal Protective Equipment (PPE) on site.

HSE Management Systems and Reporting

  • Extending support to the QHSE Manager and Procurement team in reviewing and assessing contractor HSE prequalification.
  • Attending clients and other stakeholders’ meetings related to HSE on behalf of the QHSE Manager and publishing minutes of meeting.
  • Coordinating with senior management concerning the implementation of the safety management system on-site and ongoing instructions to all personnel in its use.
  • Documenting HSE management systems in line with ISO 9001:2015, ISO 14001:2015, ISO 50001:2011, and OHSAS 18001:2007 / ISO45001:2018 standards at sites.
  • Coordinating and conducting monthly HSE committee meetings at all responsible sites, including all relevant stakeholders, and documenting records.
  • Documenting, maintaining, and updating all HSE incident, near miss, and dangerous occurrence registers.
  • Facilitating COSHH assessments and advising the FM team to maintain Safety Data Sheets (SDS) at chemical stores as per UAE standards.
  • Conducting incident investigations, identifying root causes, and proposing necessary and relevant corrective actions.
  • Conducting site safety inductions for all new staff of Khidmah and contractors.
  • Compiling and communicating all information required for the preparation of the corporate HSE monthly report.
  • Working with other departments to integrate safety into all aspects of business operations.

Corporate Compliance and Standards

All employees are required to uphold Khidmah's corporate standards across various domains, ensuring a safe, secure, and resilient operational environment. Key areas of compliance include:

  • Occupational and Workplace Health and Safety: Adhere to all Khidmah health, safety, and environmental (HSE) policies, procedures, practices, and relevant legal and statutory requirements. Employees are personally responsible for familiarizing themselves with these policies and staying updated with all revisions and new additions.
  • Information Security: Comply with Khidmah Information Security Policies, fulfill information security responsibilities, ensure personnel handling sensitive information have Security Awareness Training, know how to report security incidents, maintain OS firewall and antivirus, restrict use to authorized purposes, protect access accounts, and uphold confidentiality for individual user accounts.
  • Business Continuity: Contribute to business continuity efforts by identifying potential threats and vulnerabilities, evaluating disruption impacts on operations, analyzing critical business functions, determining recovery time objectives, raising BCP awareness, regularly testing the BCP through drills and simulations, coordinating with departments to integrate continuity strategies, and continuously monitoring/updating the plan.

Required Experience

Candidates for this full-time position should possess 0-1 years of relevant experience in a health and safety role. A foundational understanding of HSE principles, regulations, and management systems is essential.

Work Environment

This role is based in Buqayq, Abqaiq, and operates on a full-time basis. The position requires flexibility and availability to respond to emergencies, including during holidays or outside standard working hours.
