Lead Shareholder Engagement and Advocacy Specialist

About the Role

The Islamic Development Bank (IsDB) is seeking a Lead Shareholder Engagement and Advocacy Specialist to join their team in Jiddah, Makkah, Saudi Arabia. This contract position focuses on leading shareholder engagement, advocacy, and replenishment support for the IsDB Concessional Fund (ICF). The role involves managing strategic relationships with member countries and partners, coordinating engagement and negotiation processes, and guiding communication and outreach efforts to strengthen the Fund’s value proposition and mobilize sustainable concessional resources.

Key Responsibilities

• Manage and strengthen relationships with existing shareholders and cultivate new strategic relationships with member countries and partners to support ICF replenishment and long-term funding sustainability.
• Maintain structured and continuous engagement with shareholder focal points to ensure alignment between shareholder priorities, ICF positioning, and institutional follow-up.
• Support the development and maintenance of stakeholder engagement plans, contact strategies, and follow-up actions for key shareholder constituencies.
• Develop and maintain a structured shareholder engagement framework, including appropriate stakeholder relationship management tools, tracking mechanisms, and follow-up systems.
• Lead the preparation and coordination of activities supporting replenishment cycles, shareholder consultations, and funding negotiation rounds.
• Prepare and maintain stakeholder-specific briefs, engagement notes, talking points, and follow-up matrices for management dialogue with shareholders.
• Track commitments, pledges, and negotiation progress, and identify issues requiring escalation or targeted intervention.
• Analyze shareholder priorities, concessional financing interests, aid trends, and engagement patterns to inform ICF outreach and positioning.
• Translate stakeholder intelligence into practical recommendations that strengthen ICF’s opportunity narrative and value proposition.
• Support the targeting of engagement efforts by identifying priority shareholders, opportunities, and strategic entry points for advocacy and funding dialogue.
• Coordinate and maintain a rolling calendar of relevant global and regional outreach events, appraise their strategic relevance, and coordinate ICF participation.
• Coordinate ICF participation in selected events and platforms, including preparation of engagement objectives, briefs, talking points, presentations, and follow-up actions.
• Support the organization of strategic engagement events, bilateral meetings, and outreach opportunities with potential shareholders and partners.
• Guide and coordinate the preparation of shareholder-facing communication and outreach materials, ensuring clarity, consistency, and alignment with ICF priorities.
• Support continuous engagement and visibility efforts to sustain stakeholder confidence and reinforce ICF’s profile.

Qualifications and Experience

• Candidates should possess over 10 years of relevant experience in shareholder engagement, advocacy, or a related field.
• Demonstrated ability to manage strategic relationships with diverse stakeholders, including government officials and international partners.
• Proven experience in coordinating complex negotiation processes and replenishment cycles.
• Strong analytical skills to interpret stakeholder intelligence and translate it into actionable strategies.
• Excellent communication and outreach coordination skills, with experience in preparing high-quality communication materials.

Work Environment

This role is based in Jeddah, Makkah, Saudi Arabia, and is offered on a contract basis. The successful candidate will work within a dynamic international environment, contributing to the strategic objectives of the Islamic Development Bank.
