About the Role

Work Gateway is seeking a Proposal Engineer to join its team in Jeddah, Makkah, Saudi Arabia. This full-time position is central to preparing competitive technical and commercial proposals for construction and infrastructure projects.

Role Purpose

The Proposal Engineer plays a key role in the tendering process by ensuring that all submissions are high-quality, comprehensive, and compliant with project requirements. This involves a collaborative approach, working with various internal teams to gather necessary inputs and develop compelling bid documents for construction and infrastructure initiatives.

Key Responsibilities

• Review tender documents, drawings, and specifications to fully understand project scope and client requirements.
• Prepare and compile technical and commercial proposals in line with tender requirements and submission deadlines.
• Coordinate with estimation, engineering, procurement, and operations teams to gather required inputs for proposals.
• Develop technical write-ups, method statements, and project execution narratives.
• Analyze Bills of Quantities (BOQs), pricing inputs, and cost data to support competitive bid submissions.
• Prepare clarifications, queries, and responses during the tendering stage.
• Ensure all proposals comply with company standards, client formats, and regulatory requirements.
• Maintain a structured database of proposals, prequalification documents, and reference projects.
• Support prequalification submissions and Expressions of Interest (EOI).
• Follow up with clients and consultants on submitted bids and gather feedback.
