About Work Gateway and the Role

Work Gateway is seeking a Proposal Engineer specializing in Structural Engineering to join its team. This full-time position is based in Jeddah and Makkah, Saudi Arabia, and requires 5-10 years of relevant experience. The successful candidate will play a crucial role in supporting pre-contract and tendering operations within a dynamic construction environment.

Role Purpose and Context

The Proposal Engineer will be integral to the pre-contract phase, focusing on the preparation and submission of comprehensive technical and commercial proposals. This role involves close coordination with various internal teams to ensure all tender submissions are compliant, competitive, and aligned with company standards in a fast-paced construction setting.

Key Responsibilities

• Prepare technical and commercial proposals for structural engineering and construction tenders.
• Review tender documents, drawings, specifications, and client requirements to ensure full compliance.
• Coordinate effectively with estimation, design, planning, and procurement teams during bid preparation.
• Develop method statements, technical submissions, and comprehensive proposal documentation.
• Participate in cost optimization and value engineering initiatives throughout the tender stages.
• Prepare bid clarifications and respond promptly to client technical queries.
• Support management in the development of bid strategies and risk assessment processes.
• Ensure the timely submission of high-quality proposals that adhere to company standards.

Required Qualifications and Experience

• A strong background in structural engineering projects, with a preference for experience in buildings, infrastructure, or industrial projects.
• 5-10 years of experience in a relevant field.
• Proven experience in preparing technical proposals and tender documentation.

Essential Skills and Knowledge

• Solid understanding of structural drawings, Bills of Quantities (BOQs), and technical specifications.
• Strong coordination, analytical, and communication skills.
• Proficiency in Microsoft Office Suite and experience with tendering or ERP systems.
