Project Management Officer

About the Role

Takamul Projects Consultancy is seeking a PMO Manager to lead and manage its Project Management Office. This full-time role is based in Dammam, Eastern Region, and involves overseeing project portfolio governance and performance. The PMO Manager will ensure projects are delivered according to approved objectives, plans, schedules, budgets, policies, and procedures, contributing to the company's strategic goals.

Key Responsibilities

• Lead and manage the PMO team and its activities.
• Develop and enhance project management methodologies, procedures, and policies in line with best practices.
• Oversee the project portfolio and monitor the overall performance of ongoing projects.
• Ensure project alignment with company objectives and strategic direction.
• Review and approve project management methodologies and plans within approved authority.
• Monitor projects across scope, schedule, cost, quality, resources, and risks.
• Track project progress against approved plans and targets, identifying deviations and recommending corrective actions.
• Oversee project risk management, including response and mitigation plans.
• Monitor resource allocation across projects and coordinate with relevant departments.
• Review and approve periodic project reports for senior management.
• Prepare comprehensive executive reports and dashboards on the project portfolio status and KPIs.
• Oversee recovery plans for delayed or underperforming projects.
• Monitor compliance with project budgets, costs, schedules, and milestones.
• Standardize project templates, documentation, and reports.
• Conduct and follow up on project review meetings, ensuring implementation of decisions.
• Coordinate between Executive Management, Project Managers, and supporting departments.
• Evaluate Project Managers and project teams, and identify training needs.
• Develop PMO team capabilities and enhance organizational project management maturity.
• Contribute to the evaluation and prioritization of new projects.
• Provide recommendations to senior management regarding project initiation, postponement, or reprioritization.
• Oversee project closure, documentation, and lessons learned.
• Maintain a centralized project database and ensure data confidentiality.

• Percentage of projects completed within approved time, cost, and scope.

Experience Required

Candidates should possess 5-10 years of relevant experience in project management and PMO leadership roles.
