About BSKL and the Chief Operating Officer Role

BSKL is a Saudi micromobility and technology company specializing in shared mobility, fleet services, and mobility projects across Saudi Arabia. We are seeking a highly driven Chief Operating Officer (COO) to join our team in Riyadh. This full-time role is central to leading company-wide execution, daily operations, business growth, and overall organizational performance. The COO will oversee major company functions, ensure decisions are implemented, hold teams accountable, solve complex problems, improve performance, and identify opportunities to increase revenue and expand the business. The COO will work directly with the CEO and serve as Deputy CEO when authority is delegated or the CEO is unavailable.

Key Responsibilities

• Lead company-wide execution by translating strategic direction into actionable plans, ensuring implementation of Board resolutions, coordinating departments, and establishing robust management, reporting, KPI, and accountability systems.
• Oversee daily micromobility and fleet operations across Saudi Arabia, managing vehicle deployment, maintenance, redistribution, and field operations to improve availability, utilization, service quality, and cost efficiency while reducing operational failures and losses.
• Drive business growth and revenue generation by identifying new opportunities, exploring new markets, building strategic relationships with government and corporate entities, and converting commercial opportunities into signed contracts and operating projects.
• Manage projects and expansion initiatives, ensuring timely and budget-compliant delivery of government, corporate, and large-scale mobility projects, and leading the launch of new cities, branches, and services.
• Foster a culture of high performance and accountability by leading department heads, setting clear KPIs and expectations, participating in key HR decisions, developing managers, and resolving internal conflicts.
• Provide financial and commercial oversight, monitoring revenue, budgets, costs, and project profitability, improving financial discipline, negotiating with external parties, and reviewing major contracts to enhance margins.
• Collaborate on technology and process improvement, working with technical teams to enhance products, internal systems, automation, reporting, and customer experience, utilizing data for decision-making.
• Fulfill executive and governance responsibilities, acting as Deputy CEO, representing the company in critical meetings, supporting the CEO in strategic decisions, preparing reports for the Board, and ensuring the protection of company interests.

Candidate Profile and Authority

We are looking for a candidate who is bold, practical, commercially minded, and highly accountable. The ideal individual takes ownership, makes decisive actions, aligns teams, and consistently delivers results, without waiting for instructions or accepting repeated excuses. The COO will have the authority to manage daily operations, direct employees, negotiate with external parties, approve routine operational matters, and take necessary actions to protect the company and maintain continuity. Major changes and strategic commitments require prior presentation to the CEO and, where applicable, the Board, with the COO then responsible for their implementation and outcomes.

Required Qualifications

• Over 10 years of experience in operational or executive leadership roles.
• Proven experience managing teams, projects, budgets, suppliers, and multiple business functions.
• Experience within a small, growing, or founder-led company environment.
• Strong understanding of Saudi business practices, workplace culture, government relations, and stakeholder management.
• Demonstrated operational, commercial, financial, and organizational judgment.
• Ability to comprehend technology products and collaborate effectively with technical teams.

Preferred Experience

• Experience in sectors such as technology, micromobility, transportation, logistics, fleet management, field services, startups, multi-branch operations, or government and corporate project delivery.
• While direct micromobility experience is not mandatory, a proven ability to lead, solve problems, grow revenue, build teams, and deliver results is highly valued.

• Identify critical risks, delays, cost inefficiencies, revenue gaps, and accountability issues.
• Establish clear responsibilities and performance expectations across the organization.
• Implement a practical company-wide follow-up and reporting system.
• Resolve several long-standing operational issues.
• Identify and present actionable opportunities to increase revenue and reduce costs.
• Develop a prioritized pipeline of new business opportunities.
• Present a comprehensive execution and growth plan to the CEO and Board.
• Demonstrate visible improvement in organizational discipline, communication, operational speed, and delivery.
