About the Role

Parsons Corporation is seeking a Contracts Management Director to join its team in Riyadh, Riyadh. This full-time position involves leading and overseeing end-to-end contracts management and administration in support of the FIDIC Engineer across the Master Development Unit Projects portfolio. The Director will ensure that all works comply with contractual, technical, and performance requirements under the Delivery Partner agreement, providing strategic leadership in Contract Administration, Claims Management, Project Controls, and Document Control.

Key Responsibilities

  • Develop and implement the contracts management strategy and governance framework for the portfolio.
  • Ensure consistent application of FIDIC-based contracts, including Red, Yellow, and Silver Books, alongside Client-specific conditions.
  • Provide strategic contractual advice to the Client, Delivery Partner leadership, and FIDIC Engineer.
  • Lead contract administration across the full lifecycle of design and construction contracts, including execution, variations, amendments, and close-out.
  • Review and endorse key contractual documents, notices, instructions, determinations, and certifications.
  • Ensure Employer and Contractor obligations are clearly identified, monitored, and enforced.
  • Oversee the valuation and administration of variations, claims, payments, and final accounts.
  • Lead the identification, assessment, defence, negotiation, and resolution of Contractor claims and Employer entitlements.
  • Direct the preparation of contractual position papers, delay and disruption analyses, and quantum assessments.
  • Oversee contractual and commercial risk management, including maintenance of the portfolio-level contracts risk register.
  • Work closely with Project Controls and Commercial teams to align schedule, cost, risk, and change information with contractual obligations.
  • Advise on extensions of time, acceleration, liquidated damages, and other schedule-related contractual matters.
  • Oversee payment certification and ensure progress valuations and final settlements are properly supported.
  • Implement controls to prevent overpayment, unsupported claims, and unauthorized commitments.
  • Act as the senior point of contact for contractual and commercial matters with the Client, Contractors, consultants, and key stakeholders.
  • Participate in executive reviews, governance boards, and steering committees.

Required Qualifications and Experience

  • Bachelor’s degree in Law, Quantity Surveying, Civil Engineering, Construction Management, or a related discipline.
  • Approximately 20 years of progressive experience in contracts management and commercial leadership.
  • Extensive experience on major infrastructure, mixed-use development, or large-scale construction programs.
  • Strong experience administering FIDIC-based contracts within an Engineer, PMC, Delivery Partner, or consultancy environment.

Essential Skills and Knowledge

  • Deep knowledge of FIDIC contract forms, conditions, and bespoke amendments.
  • Proven experience leading complex claims, disputes, delay analysis, and quantum assessment.
  • Strong knowledge of contract administration, procurement, commercial management, and financial governance.
  • Good understanding of project controls, including schedule, cost, risk, and change management.
  • Strong negotiation, communication, and senior stakeholder management skills.
  • Demonstrated experience leading and developing multidisciplinary teams.
  • High standards of integrity, confidentiality, and professional judgement.
  • Proficiency in contract management systems, Microsoft Office, and reporting tools.

Leadership and Team Development

The Contracts Management Director will lead and mentor a multidisciplinary contracts team, supporting capability development and continuous improvement initiatives. This role requires a leader who can ensure robust governance over design development, construction coordination, change management, risk, payment certification, and contract close-out.
