About the Role

Acwa is seeking a Full-time ECC/TOP Engineer System Completion Engineer to join its team in Riyadh, Saudi Arabia. This role is central to managing and controlling the Erection Completion Certificates (ECC) and Turnover Packages (TOP) processes across all plant systems and subsystems. The primary objective is to ensure a structured, timely, and technically complete handover from the EPC Contractor to the Owner and O&M team, in preparation for commissioning, performance testing, and the Commercial Operation Date (COD). The Engineer will be responsible for upholding documentation integrity, verifying system readiness, managing punch lists, and ensuring compliance with EPC contracts, lender requirements, and project milestones.

Key Responsibilities

  • Support the development and implementation of the System Completion philosophy and system breakdown structure.
  • Review and verify Erection Completion Certificates (ECC) and control Turnover Packages (TOP) prior to acceptance.
  • Ensure all required mechanical completion documentation is complete, signed, and traceable.
  • Monitor punch list categorization (A/B/C) and ensure timely closure before system acceptance.
  • Participate in system walkdowns with the EPC, Owner’s Engineer, and O&M teams.
  • Verify the completeness of as-built drawings, test reports, calibration certificates, vendor data books, inspection records, and preservation documentation.
  • Maintain ECC/TOP tracking registers and status dashboards, ensuring alignment across departments for flawless system turnover.
  • Coordinate with Construction, QA/QC, Engineering, Planning, Commissioning, Quality, HSE, and Document Control teams.
  • Support readiness verification for major milestones such as energization, first fire, synchronization, and reliability run.
  • Prepare weekly system completion reports and track ECC and TOP progress against project schedules.
  • Highlight potential risks that may impact commissioning milestones or project Commercial Operation Dates.

Qualifications and Education

  • Bachelor’s degree in Electrical, Mechanical, or Instrumentation & Control Engineering.
  • Professional certifications such as PMP or Quality/ISO training are preferred.

Experience Requirements

  • 5–10 years of experience in power plant construction or large Oil & Gas industrial projects.
  • Demonstrated experience in QA/QC, system completion, interface, or commissioning support.
  • Exposure to combined cycle or thermal power projects is preferred.
  • Experience within an EPC project environment is highly desirable.

Required Skills and Competencies

  • Technical Acumen: Ability to read and interpret P&IDs, SLDs, electrical schematics, control system architecture, and layout drawings.
  • Understanding of Mechanical Completion versus Commissioning processes and effective punch list management.
  • Knowledge of system boundary definition and turnover documentation requirements.
  • Proficiency in MS Office Suite and document control systems (*, Aconex).
  • Behavioral Attributes: Strong analytical and structured thinking with a detail-oriented approach and high documentation discipline.
  • Assertive and confident in technical discussions, coupled with strong communication skills in English.
  • Demonstrates a high degree of ownership and accountability.

Key Performance Indicators

  • ECC packages reviewed and accepted according to schedule.
  • Closure of Punch A items prior to system acceptance.
  • Absence of major documentation observations from the Lenders’ Technical Advisor (LTA).
  • Turnover progress maintained in alignment with L3 schedule milestones.
  • Timely reporting and proactive identification of risks.
