About the Role

Parsons Corporation is seeking a Material Engineer to join our team in Riyadh, Riyadh. This full-time position involves ensuring material compliance and quality across various construction projects, with a particular focus on major infrastructure and airfield developments.

Key Responsibilities

  • Review project specifications, drawings, material requirements, and applicable standards to establish material compliance.
  • Evaluate Material Submittals, Material Approval Requests (MARs), Technical Submittals, and related documentation.
  • Verify that proposed materials comply with project specifications, approved design, international standards, and Client requirements.
  • Coordinate with Engineering and QA/QC teams regarding material specifications, technical requirements, and approval status.
  • Review manufacturers' data sheets, technical literature, certificates of conformity, and test certificates.
  • Coordinate material inspections, sampling, testing, and laboratory activities in accordance with approved Inspection and Test Plans (ITPs).
  • Monitor material testing requirements and ensure testing is conducted by approved laboratories, reviewing results for compliance.
  • Inspect materials upon delivery to verify quantity, condition, identification, certification, and compliance with approved submittals.
  • Monitor material storage, handling, preservation, and protection requirements, particularly for materials sensitive to environmental conditions.
  • Maintain and update material registers, approval logs, testing records, and material tracking systems.
  • Coordinate with Procurement and Construction teams to ensure approved materials are available in accordance with the project schedule.
  • Identify material-related risks that may affect construction progress, quality, cost, or schedule.
  • Support the resolution of material-related Technical Queries (TQs), Requests for Information (RFIs), Non-Conformance Reports (NCRs), and site issues.
  • Review proposed alternative materials and substitutions, providing technical recommendations for approval.
  • Ensure traceability of materials from procurement and delivery through installation and final acceptance.
  • Coordinate with suppliers and manufacturers regarding technical compliance, testing, warranties, and material documentation.
  • Support audits and inspections conducted by the Client, Consultant, and relevant authorities.
  • Ensure material documentation is properly maintained and available for project handover and closeout.
  • Provide technical support to construction teams regarding material selection, application, installation, and compliance requirements.
  • Monitor material quality trends and identify recurring issues requiring corrective or preventive action.
  • Ensure compliance with project HSE requirements during material inspection, testing, handling, and storage activities.
  • Participate in technical meetings, material coordination meetings, and quality review meetings.
  • Prepare material status reports and provide input to project quality and progress reporting.
  • Review materials associated with airfield works, including pavement materials, aggregates, concrete, asphalt, geosynthetics, drainage materials, utilities, and roadworks.
  • Ensure materials used for runway, taxiway, apron, roads, utilities, and external works comply with project and aviation requirements.
  • Coordinate testing and acceptance of aggregates, asphalt, concrete, soil, sub-base, and base-course.
  • Support verification of material compliance with ASTM, AASHTO, BS/EN, FAA, ICAO, and project-specific requirements, as applicable.
  • Ensure appropriate material traceability and quality records are maintained for critical airfield and infrastructure works.

Qualifications and Experience

  • Bachelor's Degree in Civil Engineering, Materials Engineering, Construction Engineering, or a related discipline.
  • Minimum of 8 years of relevant experience in construction materials engineering, material inspection, testing, and quality control.
  • Experience in major infrastructure, airport, airfield, roads, utilities, or large-scale construction projects is preferred.
  • Previous experience on airport or airfield projects will be highly advantageous.

Required Knowledge and Technical Skills

  • Strong knowledge of construction materials, laboratory testing, material specifications, and quality control procedures.
  • Experience with Material Submittals, MARs, ITPs, MIRs, NCRs, RFIs, and technical documentation.
  • Familiarity with ASTM, AASHTO, BS/EN, FAA, ICAO, and other relevant international standards.
  • Experience coordinating with material suppliers, manufacturers, testing laboratories, contractors, consultants, and Clients.
  • Strong understanding of material approval, inspection, testing, storage, handling, and traceability processes.
