Program Director Role at Parsons Corporation

Parsons Corporation is seeking a Program Director to lead a major program in Riyadh, Saudi Arabia. This full-time position involves strategic leadership, governance, and delivery oversight for large-scale, complex programs and portfolios, typically valued up to $5 billion. The Program Director will serve as Parsons’ senior representative to the client, ensuring consistent, high-quality delivery across multiple projects and workstreams.

Key Responsibilities

Establish and mature program methodologies, processes, and tools, ensuring compliance with organizational standards.
Oversee the end-to-end execution of enterprise-wide initiatives, directing projects, managing dependencies, and handling senior-level stakeholder expectations.
Develop KPIs and dashboards to track program health, financial forecasting, and benefits realization.
Identify, mitigate, and escalate program-level risks, driving decisions on scope, schedule, and cost trade-offs.
Hire, coach, and lead project management teams, fostering a culture of high performance and professional development.
Act as Parsons’ senior representative with the client and key subcontractors throughout program execution, leading negotiations related to scope changes, contractual matters, and commercial adjustments.
Build, lead, and mentor large teams of Project Managers, Engineers, and technical professionals, fostering accountability and professional development.
Mobilize company resources across offices, regions, and support functions to assemble high-performing delivery teams and optimize resource allocation.
Collaborate with Business Development to identify, position, and secure additional work with existing and new clients.

Program Oversight and Governance

This role provides enterprise-level oversight across scope, schedule, cost, risk, quality, and stakeholder outcomes. The Program Director ensures alignment with Parsons’ strategic objectives and contractual commitments, maintaining trust, transparency, and alignment with senior stakeholders.

Required Qualifications

A minimum of 25 years of experience in program leadership and management.
Demonstrated ability to lead complex major programs with significant community impact.
Experience in managing large-scale, complex programs and portfolios, typically valued up to $5 billion.
Proven capability in leading multidisciplinary teams and driving consistent, high-quality delivery.
