It also manages construction details with contractors and designs commercial and residential communities.

The Role: Quantity Survey Manager

The Quantity Survey Manager will lead and supervise the Quantity Surveying function across all company projects in Riyadh, Saudi Arabia. This full-time role involves establishing company-wide QS standards, overseeing project-level QS teams, and ensuring consistency in cost estimation, cost control, and contract administration practices throughout the portfolio. The ideal candidate will be goal-oriented, persevering, self-motivated, ambitious, and people-oriented, with a direct correlation between effort and income.

Key Responsibilities

• Provide overall leadership, supervision, and technical direction to Quantity Surveyors and QS teams across all active projects.
• Establish and standardize QS policies, procedures, templates, and best practices company-wide.
• Prepare and consolidate periodic progress reports (physical and financial progress) across all projects, tracking actual versus planned achievement rates.
• Follow up closely with Project Managers and site teams to monitor progress against targets, identify potential slippages, and drive corrective actions.
• Escalate progress and cost-performance risks to senior management with clear recommendations, and ensure project teams meet or exceed required progress/achievement rates.
• Review cost estimates, Bills of Quantities (BOQs), and cost plans prepared by project-level QS teams before submission.
• Oversee variation orders, claims, and change control processes across projects, ensuring consistency and commercial rigor.
• Monitor and consolidate cost reporting across the project portfolio for senior management and executive reporting.
• Conduct periodic audits/reviews of project QS functions to ensure quality control and early risk identification.
• Act as the escalation point for complex commercial/contractual issues raised by project QS teams.
• Liaise with senior leadership (*, Deputy CEO) on cost governance, progress performance, and portfolio-wide commercial performance.
• Drive value engineering and cost optimization initiatives across projects.

Qualifications and Experience

• A minimum of 10 years of experience in Quantity Surveying.
• Demonstrated experience in leading and supervising QS functions across multiple projects.

• Strategic thinking with strong commercial and financial acumen at a portfolio level.
• Strong leadership and people management skills, with the ability to supervise QS staff across different project sites.
• Excellent stakeholder management skills, interacting effectively with senior leadership, project teams, and external parties.
• Strong governance mindset, capable of standardizing and enforcing processes across diverse project teams.
• Excellent written and verbal communication and reporting skills.
