Senior Specialist Technology procurement

About the Role

Qiddiya Investment Company is seeking a Senior Specialist - Technology Procurement to join their team in Riyadh, Riyadh Province. This full-time role is responsible for the end-to-end procurement of technology goods and services, ensuring cost-effective sourcing, strong vendor management, and full compliance with procurement governance. The position requires 2-5 years of relevant experience.

Role Overview

The Senior Specialist will manage the complete procurement lifecycle for a wide range of technology items, including IT hardware, software, cloud services, cybersecurity solutions, telecom, and professional services. This involves strategic sourcing and negotiation to secure competitive pricing and favorable terms, while maintaining adherence to established procurement policies and regulatory requirements.

Key Responsibilities

• Manage the full procurement lifecycle for IT hardware, software, SaaS, cloud, telecom, and IT services.
• Lead RFIs, RFPs, RFQs, bid evaluations, and supplier selection processes.
• Conduct commercial negotiations to secure competitive pricing and favorable terms for technology acquisitions.
• Coordinate contract reviews with Legal, Finance, Cybersecurity, IT, and other relevant stakeholders.
• Maintain strong relationships with strategic technology vendors and monitor their performance against SLAs/KPIs.
• Ensure compliance with procurement policies, governance frameworks, and regulatory requirements.
• Support budgeting, spend analysis, reporting, and market benchmarking activities.
• Track and manage software licenses, renewals, subscriptions, and cloud consumption.
• Identify and implement opportunities for cost optimization and process improvement within technology procurement.

Experience and Qualifications

• A minimum of 2-5 years of experience in technology procurement or a related field.
• Demonstrated experience managing the procurement of IT hardware, software, cloud services, and telecommunications.
• Proven ability to lead competitive bidding processes and conduct commercial negotiations.
• Understanding of contract review processes and stakeholder coordination.

This is a full-time position based in Riyadh, Saudi Arabia, within a dynamic investment company focused on large-scale projects.
